| Nowadays,scientific and technological innovation has become a key support for improving the comprehensive national strength.It has also become a strong leader of reform both in social production and lifestyle.Sci-Tech SMEs are engaged in high-tech product research,production and service,which mean they play an important role in many ways,such as the promotion of scientific and technological innovation,support of the sustainable development of economy and expansion of social employment.However,China's Sci-Tech SMEs still face many problems,for example,innovation capacity to be strengthened,the business environment to be optimized,the service system to be improved and financial channels to be widened.Therefore,there is a need for further cohesion of strengthen in different groups to cultivate and expand SciTech SMEs,to promote their path to innovation and development.Application of information technology provides a new platform and technical support for SME innovation,which makes it possible to break through the original closed innovation framework,integrate the innovative resources and seek cooperation and win-win-oriented innovation model.Gradually,it will form an innovation ecosystem which has a clear division of labor,coexistence and cooperative evolution in SMEs.In this context,this paper explores the structure and operation mechanism of Sci-Tech SMEs innovative ecosystem.The main contents are as follows:Based on the literature research,social investigation and case studies,this paper takes Sci-Tech SMEs as the research object,unifies the public wisdom innovation sources,and puts forward the research proposition of Sci-Tech SMEs innovation ecosystem from the angle of "ecology".Based on the idea of system theory,this paper adopts the methodology of literature analysis,empirical research,mathematical modeling and case study analysis,and it explores the connotation of Sci-Tech SMEs innovation ecosystem and summaries the core elements.At the same time,the paper designs and perfects the model of operational mechanism of Sci-Tech SMEs innovation ecosystem.Some practical value suggestions to promote the benign development and thrive of SMEs are also given in this paper.The details are as follows:(1)Definition on the connotation of innovative ecosystem of Sci-Tech SMEs.The innovation ecosystem of Sci-Tech SMEs refers to formally or informally formed interests community of several same type Sci-Tech SMEs,universities-research institutions-open innovation platform,government-financial institutions-other social recourses and organization in same particular innovation habitat.They have the same purpose of cooperative innovation and the same basis of co-existence.Under the rule of running system and through the way of innovation of material,energy and information flow,they finally realize and form the innovation resource sharing,advantages complementary and risksharing interdependence and dynamic interaction balance system.(2)Discovery of the existing problems in the formation and operation of innovation ecosystem by means of investigation on present satiation of Sci-Tech SMEs.Through the analysis of the innovative ecosystem of Sci-Tech SMEs in Science and Education City in Changzhou,this paper reveals the inner mechanism of the cooperative innovation between innovation subjects,and it sums up the local successful experience of collaborative innovation.It laid the practical foundation both for putting forward core elements of innovation ecosystem and constructing the innovative ecological system of Sci-Tech SMEs.(3)Putting forward the core elements of innovation ecosystem,analyzing the forming procedures and constructing the model of innovative ecosystem.Detailed elaborations of inner relationship of core elements are presented: the innovation ecosystem of Sci-Tech SMEs which bases on the source of wisdom of crowds,and gradually evolved into a technology-based subject of Sci-Tech SMEs.It uses the "enterprises-universities-research institutions-open innovation platform" as the core system,and the "government-financial institutions-other social resources and organization" as support system.(4)Based on the research thinking of system theory,this paper adopts methods of system dynamics and analyzes the elements of innovation main body,innovation main body and elements of research collaborative innovation,innovation main body and the mutual influence between habitat factors of dynamic complex relationship and interaction mechanism,improving the cooperation degree of trust level and technology sharing,choosing appropriate building innovation main body layer,highlighting the beneficial enlightenment to government support and enterprise market within the capacity of the system and efficient management of Sci-Tech SMEs innovation ecosystem.(5)In order to keep the innovative ecosystem running healthy,this paper summarizes the operating mechanism according to the above mentioned research contents.They are classified into four categories: survival and development mechanism,innovation alliance stability mechanism,coordination and governance mechanism.Under the dynamic environment and using evolutionary game theory,this paper builds model of Sci-Tech SMEs innovation alliance and explores the factors affecting the stability of the Union.Based on this,it puts forward the mechanism of maintaining the stability of the Union,and further strengthens the practical value of the operational mechanism of innovative ecosystems.(6)Case study-taking the New Technology Enterprise as a case and emphasize the application of management practices.This paper constructs the innovative ecosystem of Bochuang creation space,and puts forward the safeguard measures of its innovative ecosystem operation.Finally,based on above research contents,this paper puts forward the policy suggestions for the construction and operation of innovative ecosystem of Sci-Tech SMEs,strengthening the mass wisdom innovation from source,building scientific and technological innovation atmosphere,deepening collaborative innovation,promoting innovation support services,changing the trade pattern of science and technology resources,grasping the system balance scale,making efforts to improve innovation habitats and creating an innovative atmosphere. |
