Research On The Path And Mechanism Of Transf Orming Mode Of Grain Production And Management In Hunan

Along with the acceleration of industrialization and urbanization in our country, the structure of grain demand among people has developed and changed dramantically. Original grain farmers who produce commodity grain has became the main comsummers of commodity grain gradually, the food security issue has raised unprecedented high attention from our government. Although the continuous increase in grain yield has been met, farmers' income hasn't been promoted yet, and industrial efficiency is still at low level, this series of problems trigger people to reflect whether or not the existed production and operation mode of grain is reasonable. The traditional production and operation mode has failed already to adapt the requirement of economic development in modern society, the business philosophy aimed at agricultural modernization farming gradually dominates in agricultural development, which also affects the reform of grain industry. The modern way of grain production and operation realizes benefits on grain products by modern machinery and equipment, high-technology, modernized management methods and other solutions, of which the basic characteristics are large-scale, intensification pattern, specialization, marketization, industrialization, technicalization, ecologicalization and so on, of which the fundamental purposes are improving the utilization factor of resource materials such as land, improving benefits of grain industry, promoting the level of grain industry, realizing harmonious development of economic benefit, social benefit and ecological benefit. Hunan province, as one of the national commodity grain bases, must shoulder the responsibility of transforming the production and operation mode, and accomplish the reform task sound and rapidly, take the lead in realizing agricultural modernization. According to the experiencesin abroad, such transformation is not a easy conduct finished atone night, it's a periodical long process, which also accords with the general development law that is quantitative change resulting qualitative change.Therefore, Hunan must base on its reality and follow the law of development, implement the reform gradually and by stages. In this study, it's found that Hunan is facing some restricting factors, such as, grain technology isn't applied widely, government support is insufficient, social service system is inadequate, ecological environment deteriorates in some parts of the province, good development mechanism is not established. If these above restricting factors couldn't be solved timely, grain development in Hunan will be constrained. In this difficult situation, the government needs to find out the solution, guide various organizations to act jointly, actively carry forward the key solutions when revealed, form a set of practical and effective working mechanisms. Based on the current situation of Hunan, the overall idea of the solution is "government+new operating main bodies+socialized service systems", the government need to introduce corresponding policies, regulations and systems in different stages of development to ensure the smooth progress of transformation. To be specific, it can be proceeded as below, develop new types of grain operating main bodies, strengthen professionalism of practical operating personnel, increase investments, push forward the construction of the demonstration zone, speedup the innovation and application of grain science and technology, etc.
