Technological Innovation Promotes Economic Transformation In Resource-based Regions

Resource-based provinces, as an important source of energy and raw materials supply base, has occupied an significant position in China's economic development history and greatly promoted China's economic development and social progress. However, with the large-scale exploitation of mineral resources, some areas,such as Northeast China and Shanxi Province, which have rich resources encountered a series of economic and social problems in the development process. Even though these areas fulfilled the purpose of economic growth, they also paid a heavy cost of resources and environment, the human cost and the cost of the follow-up development capacity. Therefore, how to get rid of the resource-dependent development mode for resource-based areas become an community focus topic.The 18th National Congress point out that putting the "implementation of innovation-driven development strategy" in a prominent position of accelerating the transformation of economic development mode, thinking that "the scientific and technological innovation is the strategic support of improving social productive forces and overall national strength, which must be placed at the heart of the overall national development, promoting that "deepening the system of science and technology reform, promoting the combination of technology and economy, accelerating the construction of national innovation system, building a technology innovation system in which enterprise is the main body, the market is a guide, combing the industry, university and research institute ", which undoubtedly indicate a road for resource-based region' transformation of economic development.Shanxi Province is a typical resource-based region, whose economic growth heavily depends on coal resources. While the resource-dependent economic growth mode do promote the resource-based region' growth, it also generates a lot of problems, such as large economic fluctuation range, irrational industrial structure, ecological destruction, frequent occurrence of coal-mining accidents, unsustainable economic development. Technological innovation has the effect in improving labor productivity, stimulating demand structure, promoting the development of new industries and industrial structure optimization and many other effects. Apparently, technological innovation is righteousness, the nature of transforming the economic development mode of economic-based region. Therefore, relying on technological innovation to promote the change of economic growth mode, optimize the economic structure, promote the coordinated development of circular economy and low carbon economy, means a lot for the success of economic transformation in Shanxi.This paper focuses on the relationship between technological innovation and resource-based economy, and puts forward its own views on how the technological innovation promote the economic transformation of resource-based area. It is divided into the following parts:the first is the literature review, combing the documents about technological innovation, economic transformation of resource-based area, the relationship between technological innovation and economic transformation of resource-based area. The second part has a brief review of the interpretation of technological innovation in the theory of economic growth, a systematic analysis of the function mechanism of technological innovation on economic transition and an investigation of other factors affecting technological innovation'effect on economic transition performance. The third part starts from the specific circumstances of Shanxi, based on the integrated use of data, it analyses the technological innovation and economic transformation of Shanxi Province. Fourthly, based on the construction of evaluation index system of areal innovation capability and economic transformation performance in resource-base region, taking 2000-2013 relevant data of Shanxi Province as sample, this paper uses the entropy-based method to evaluate the performance of technological innovation capacity and economic transformation of resource-based area, also uses the synergistic model empirically analyzing the coordinated development of technological innovation and resource-based economy, finding that there exist a coordinate, friendly and mutually beneficial relationship between them. Finally, referring to experiences at home and abroad and previous discussion, this paper puts forward some suggestions of policy, such as enhancing the technological innovation capability of enterprise, transforming the governing philosophy of government, fulfilling the service function, constructing the finance policy that encourage and promote the independent technological innovation of enterprise.
