With the further penetration of Shaanxi new urbanization construction, financing gap has become the vital confines of this progress. Meanwhile, traditional financing modes of new urbanization construction which is based on bank loads and land leasing are difficult to sustain because of the upraise of both land levy and removal cost.Therefore, neither expanding more financing channel is a must, nor is researching more financing modes of Shaanxi province new urbanization construction.This paper research which combine the current Shaanxi province new urbanization development situation, investment and financing situation conclude a few issues about Shaanxi province new urbanization construction financing which is based on the existing the theory of urbanization, the theory of financing and domestic and foreign researching literature. This paper research forecast the whole situation and important field by means of the capital demand and capital supply of Shaanxi province, and calculate the capital gap about Shaanxi province new urbanization construction the whole field and the important field from 2015 to 2020. Meanwhile, putting forward the financial source design. Furthermore, according to the capital gap of the whole field and the important field come up with the financial leasing mode, the mezzanine financing mode, Public-Private-Partnership mode, Build-Operate-Transfer mode and industrial investment fund mode which is based on the infrastructure construction area, public service area, communication and transportation area and ecologic environment construction area. Finally, according to the financing mode establish the related risk safeguard measure, institutional safeguard and supervise safeguard measure.
