The Function Research Of The Government In The Construction Of E-commerce Credit System

The electronic commerce plays an important role in our country economic growth,employment,driving the development of other industries,and it prosperity the market economy to a certain extent;in recent years,electronic commerce's contribution to the GDP increase,but in e-commerce related survey also found that many integrity problem,for example,Internet fraud,network,etc.,counterfeits integrity of e-commerce has become increasingly important,they are in urgent need of the construction of electronic commerce credit system specification e-commerce activities,guide the orderly and healthy development,e-commerce plays an important role for the economic,social integrity.Effective electronic commerce credit system construction is the basic principle of the government,the market building,the government plays an important role in the process.The government regulates the related legislation,e-commerce platform construction,supervision and education guide is not mature,it needs to be further explored.Shanghai as China's e-commerce development and rapid early city,it has certain representative.so this paper takes Shanghai as an example to study the function of government in the electronic commerce credit system construction.First of all,on the basis of the theory of new public management and government management mechanism theory,we analysis the importance of the government in the electronic commerce credit system construction necessity and reality;then,we summarizes the government in the construction of electronic commerce credit system;On the basis of the present situation of the Shanghai municipal government about the integrity of e-commerce,from the aspects of legislation of e-commerce,e-commerce,e-commerce platform construction supervision,and e-commerce integrity education four aspects discusses the problems in the process of the Shanghai municipal government in the construction of e-commerce,embodied in: the e-commerce credit related laws,regulations and policies need to be perfect,high quality with less mature e-commerce platform,e-commerce regulatory system not mature enough,the good faith of e-commerce need to strengthen education and guidance;Analyses the causes of problems,including the Shanghai e-commerce legislation in the initial stage,insufficient recognition of the government for the integrity of e-commerce platform,credibility e-commerce regulatory system is imperfect,guided by the government of e-commerce integrity failure to form a cultural atmosphere;then,by analyzing the foreign government in the electronic commerce credit system construction experience,we summed up the construction of good faith that our government should play in the process of e-commerce capabilities;finally,this paper expounds the Shanghai municipal government in improving the basic ideas in the process of electronic commerce credit system construction,principles and measures.In terms of specific measures,this paper argues that the government should be in the integrity of e-commerce legislation,platform construction,supervision and education lead four aspects to play the role of government in the electronic commerce credit system construction.Under the impetus of the research of this we hope be able to provide the reference for the government of electronic commerce credit system construction;and give evidence for credit,integrity,optimizing the allocation of resources and promoting the development of market economy.
