Research On The Evaluation System Of Kunming Industrial Park

The party's the third Plenary Session of the 18 th CPC Central Committee clearly stated: "to improve development outcomes assessment system,to correct simply to assess achievement of economic growth,increase resource consumption,environmental damage and ecological benefits,excess production capacity,technological innovation,production safety,new debt and other indicators of weight,more emphasis on employment,income,social security,people health status." Kunming City,for many years,has been attached importance to the performance evaluation of the industrial park development,and will be included in the county(city)District Assessment system.But the appraisal index set mainly focus on the evaluation of the economic development of the park,to a certain extent,to guide and promote the accelerated economic development in the industrial park,but the index set too much emphasis on the assessment of economic indicators,the guiding role of the one-sided,but also restricts the Scientific Development Zone industrial park.Industrial Park in Kunming city still has the problems such as the homogeneity of industrial industry,the low level of infrastructure facilities,the level of industrial cluster is not deep,the output efficiency of industrial land is not high,the waste of resources,environmental damage and so on.In this case,how to establish a more effective evaluation index system of Industrial Park,industrial park is related to whether in the new period,to conform to the trend of development,achieve the smooth transition and development,an important topic is also the current industrial park management department must solve.In this paper,combined with the status quo of Kunming City Industrial Park Development and evaluation,summarize and analyze the existing park development and evaluation process,the experience of the evaluation of industrial parks at home and abroad,the construction of Kunming City Industrial Park evaluation index system,and using the analytic hierarchy process(AHP)to evaluate the scientific empowerment.The scoring method,analyzed,finally puts forward some countermeasures and suggestions of the performance appraisal.The research to guide industrial park development,scientific evaluation of industrial park development,Kunming City Industrial Park Development Strategy and policy measures of managers to develop,promote the industrial park has a certain guiding significance for the development of transformation and upgrading.
