Based on the theory of development zone life cycle,new public management theory and industrial cluster theory,this thesis studies the present situation of YZETDZ(Yangzhou Economic and Technological Development Zone)from three aspects:administrative management system,economic development and social environment status.It also analyzes the problems and the causes of regional governance,explores the developing opportunities of YZETDZ,and puts forward the strategy of governance transformation and upgrading by studying the experience of other economic development zones in China and abroad.The aim of the theis is to develop theoretical basis and practical suggestions for the Administrative Committee of YZETDZ.The first part of the thesis introduces the background,the significance,the method and the purpose of my study,and defines the related concepts to determine the research object.The second part explains the theoretical basis.The third part elaborates the current situation of YZETDZ.The fourth part shows the existing problems according to the developing situation elaborated above,summarizes the problems includign the irrational choice of government and enterprises,the imbalanced distribution of spatial functions,the structural imbalance of capital investment,the defects of the reversion of the administrative system,and then summarizes three causes:the excessive dependence on the path of policy-oriented economic development,the deviation of foreign investment policy-orientation,social affairs and Theimpact of the external system on the administrative system.The fifth part analyzes the three opportunities of YZETDZ from the perspective of external opportunities:the orientation and requirements of the central government,the positioning of the integration of Nanjing-Zhenjiang-Yangzhou and the full utilization of Yangzhou native resources.The sixth part summarizes the model and experience of other econ-zones in China and abroad.In the seventh part,the author proposes some suggestions on the transformation and upgrading of governance,including changing the functional orientation,government-enterprise cooperation and separation,comprehensive management of land,making policies of talent innovation for all members in the zone,and exploring the reform of the administrative organization itself. |
