Research On Fiscal And Taxation Countermeasures To Expand The Rural Residents’ Consumption Expenditure In China

Our country is an agricultural country,but our agricultural production is very weak.In recent years,the development of agriculture in our country have achieved at some extent,it also improved the farmers’ income.relative to urban residents,farmers’ income is still at a relatively low level,the corresponding level of consumption of rural residents is also low.Consumption as a member of the three carriages that drive our economy,its scale is directly related to the scale of the national economy boom and bust.Relative to urban residents’ consumption,rural residents’ consumption growth will have more space.We devote ourselves to expand the rural residents’ consumption expenditure.In the process of rural urbanization,can more effectively stimulate the potential of rural consumption,to expand the rural residents’ consumption,to increase overall consumption in our country,to promote the development of national economy well.The main contents of this article are:First,this paper analyzes the current situation of rural residents’ consumption in China from four aspects:consumption rate,consumption tendency,consumption level and consumption structure,based on the data of China Statistical Yearbook,by charts and tables.Secondly,this paper expounds the problems of rural residents’ consumption in China from three aspects:the effective demand of rural residents’ consumption,the effective supply of the market and the effective investment of the government.From the income of rural residents in China is relatively low,rural residents have high savings rates,China’s traditional consumption concept and consumption habits three aspects to explain the insufficient effective demand of rural residents in China;From the lack of productive supply,inadequate supply of liquidity and inadequate supply of services of three aspects explains the lack of effective supply of the current our country market;From three aspects of insufficient expenditure of financial support in our country,insufficient rural public infrastructure and insufficient rural social security expound the insufficient investment of our government.Finally,combined with the problems of the consumption of rural residents in China and the impact of fiscal and taxation policies on the consumption expenditure of rural residents in China,the paper puts forward some suggestions on how to expand theconsumption expenditure of rural residents in China.This paper puts forward three suggestions to expand the effective demand of rural residents by increasing the income of rural residents,reducing the high saving rate of rural residents and introducing the consumption concept of the new era.Recommendations about effective supply of productive forces,effective supply of liquidity and the effective supply of services are made to increase the effective supply of the market;Moreover,suggestions about expenditure for supporting agriculture,infrastructure construction in village and expending of social security are given to increase the effective investment of the government;Therefore,advises on real estate tax reform and agricultural subsidies are given to reduce the burden of farmers.The innovation points of this paper embody in:From the perspective of China’s rural urbanization to re-examine the consumption of rural residents in China.This paper analyses the factors in many ways that affect the consumption of rural residents in China,and puts forward constructive suggestions to expand the consumption expenditure of rural residents in China.Through the analysis of the rural residents’ consumption in China,we can see that there is still huge consumption potential of rural residents in China.In the process of urbanization of rural areas in China,it is necessary to expand the effective demand of rural residents in China from various aspects,increase the effective supply of the market,increase the effective investment of the government and reduce the burden on the rural residents,and will surely stimulate the huge rural residents consumption potential.
