In order to change the current land ownership,release the pressure of land supply,protect the peasants' rights and interests and unified urban-rural development,the government stated that the rural collective construction land should be allowed to transfer as state-owned land,with the same rights and same price,after The Third Plenary Session of the 18th CPC Central Committee.Therefore,it's important to study on how the rural collective construction transfer worked.Based on this background,by adopting documentary study and analysis of the practical experience of pilot reforms,this article attempts to determines the connotation and propose prerequisites and approaches of achieving "similar land,similar rights,similar price",in the hope of providing a comprehensive theoretical support for the overall progress of the reform and reference for the implementation measures.This research first determines the connotation of "similar land,similar rights,similar price" according to the price formation mechanism of land.Combined with the current reasons of the failure to achieve reform goals and theories of land property rights,land rent and supply and demand of the market,the article then draws the conclusion of prerequisites of realizing "similar land,similar rights,similar price":(1)Equality of construction land rights;(2)Similarity or correspondence of management system and transfer system;(3)Reasonable income distribution system;(4)Establishment of a unified urban-rural construction-land market;.On this basis,with the references of existing transaction,distribution system and mature operation land market of state-owned construction land which are operating maturely,the article learns from experience of pilot reforms and proposes paths to realize "similar land,similar rights,similar price":(1)Revise related laws to extend rights;(2)Establish management system and transfer system(3)Adopt allocation system with integration of both public and private interests;(4)Implant and optimize unified urban-rural construction-land market;(5)Regularize land price system.
