Technology is the bases of knowledge economical,has been used in many activities such as business,education,government.The importance of technology has been knew all over the world.With the more and more study outlay has been devoded,the countries all over the world have enhaced the researched and applied of scientific item cost managing.The scientific item cost managing in our country is little fall behind compare to developed countries.The theory and the tools of cost managing has not been widly used in the course of scientific item cost managing.At this background,this thesis in caccordance with the actuality and problem of scientific item cost managing in S-institute.The target of this research is to explore a suitable optimize plan in S-institute.First,this thesis has explained the background,the importance of this research,the content of this research,the method of this research,and the skill line.Secondly,this thesis has concluded and summarized the theorial bases and papers about the scientific item cost managing.once more,this thesis has analysed the actuality of the scientific item cost managing in S-institute,we have found that awareness of the scientific item cost managing in S-institute is fall behind,the responsibility of cost managing is blur,the method of the cost managing is lag and the match of the cost managing is lack.Then this thesis used the theory and methods of the cost managing,and at the bases of insist on the principle which is the whole cost managing,the target cost managing and power-responsibility-benefit coalition.We have designed the optimize plan of S-institute 's scientific item,the plan covered organized of the cost managing,the link of costing budget,the link of costing control,the link of costing check and the manage matching construct.Finally,we have used this plan of cientific item cost managing to the project named shipping automatize weld,and analysed the result.This thesis has uesed the advanced theroy and methods of the cost managing to the coures of S-institute's scientific item cost managing innovatively.This innovation has very great meaning in the cost managing plan system of S-institute's scientific item cost managing.And this innovation has good guidance of scientific item cost managing in S-institute laterly.
