| With the increasing urbanization rate in China,urban development is faced with many problems such as the scarcity of construction land and the low efficiency of utilization.Construction land is not only essential resources to meet the rapid development of urbanization in China,but also one of the most important elements of economic and social development.Improve the utilization efficiency and management performance of urban construction land is a scientific solution to the problem of land use.First of all,this paper chooses the input index from the perspective of land,capital,labor force and energy,and selects the output index from three aspects:economic benefit,social benefit and ecological benefit,and constructs a scientific and reasonable index system.Then,Based on the super efficient DEA model,this paper calculates and classifies the utilization efficiency of 70 large-medium cities in China from 2001 to 2015,and analyzes the trends,convergence and influencing factors of each city in different regions and level,and puts forward some improvement measures.In the end,this paper analyzes and classifies the management performance of each city based on the second relative benefit model,and classifies the management performance of each city.We combine the land use efficiency and the management performance to analyze the low efficiency and low performance cities.The main conclusions are as follows:(1)The number of cities with Grade I in construction land utilization efficiency was U-shaped from 2001 to 2015,reaching 26 in 2015.In early period,the efficiency of the city are mostly large scale,these cities have not yet in the stage of large-scale urban expansion,urban operation efficiency is higher.With the expansion of urban scale,the utilization efficiency of construction land has been reduced.After experiencing large-scale expansion,Class I cities are mainly concentrated in large cities.(2)The utilization efficiency of construction land of 70 cities are in increasing trend.According to the city level,the growth rate is:first line>second line>third line>fourth line.In terms of convergence,the efficiency of construction land in 70 typical large-medium cities is convergent,and the convergence of first-line cities are the most obvious,and the concentration of resource utilization is increasing.According to area,The growth rate is:North China>East China>Southwest>Central China>Northeast>Northwest>South China,North China is the most significant growth,but the utilization efficiency in North China is not significantly convergent,but a slight divergence.Northwest,northeast and east China have obvious convergence,South China and Southwest region have a certain degree of convergence.(3)The reasons for the defects of construction land use efficiency in different cities are different.In this paper,the input and output of typical cities at different evaluation times are analyzed and the corresponding improvement direction is put forward.(4)Construction land management performance for the number of cities in the number of fluctuations in the trend of growth,increase first and then increase by 2015 to reach 20.From the average value,management performance level to achieve the best in 2008 and 2015,mean 0.662,at a high level of performance.(5)Overall,the number of cities with high efficiency and high performance status is increasing in a few years,and the number of cities with low efficiency and low performance is declining.In 2015,low efficiency-low performance cities including Taiyuan,Dalian,Dan dong,Haikou,Chengdu,Kunming,Xi’an and so on.This study explores the imbalance of land use efficiency and management performance in the process of urbanization in major cities,and explores and tries to improve the problems existing in the construction of land use. |
