Investigation To Improving Development Environment For Taiwan-Funded Enterprises Transformation By Deyang Government

Given the context of The Thirteenth Five-Year Plan issued by Chinese government and the strategy of co-urbanization of Chengdu and Deyang issued by Sichuan government,the next five years will be the golden era of leaping development for Deyang.Building the internationalized metropolitan city in Deyang serves as one of the tactics responding to the strategy of “Westward of Taiwanese Firms” of Sichun government.Therefore,this paper will firstly summarize the overall development of Taiwan-funded enterprises in mainland China in the past ten years and compare the development of Taiwan-funded enterprises in the southeast coastal areas and the western region.Secondly,this paper will make a detailed analysis of the development process of investment and state quo of Taiwan-funded enterprises transformation in Deyang.Thereafter,aiming at improving the environment of development needs for Taiwan-funded enterprises transformation,this paper will analyze the problems which are not in accordance with the integration of basic favorable conditions;the enhancement of the humanities and social environment;the independent brand support and equity protection;the construction of service system and the effectiveness of policy based on the quantitative and qualitative research methods,field investigation,literature survey,questionnaire,semi-structured interview and analytic dimensional model.Additionally,this paper will explore the comprehensive measures for cooperation between Taiwan-funded enterprises and Deyang in the transformation period.Also,this paper will put forward the seven corresponding recommendations,including recommendations on basic infrastructure,policy supporting,government affairs service,financial security,market management,humanistic community and platform construction.From these recommendations,Deyang will gain the preemptive opportunity from the implementation of the strategy of “Westward of Taiwanese Firms”,thereby making full use of industrial agglomeration effect and optimizing diversification of industrial structure,which will contribute to the rapid transformation in Deyang.From innovative perspective of improving the environment of development needs for Taiwan-funded enterprises transformation,this paper will design the questionnaire model,focusing on transformational development(Taiwan-funded enterprises)and service providers(local governments).Quantitative analysis is carried out with professional data analysis software.This innovation will provide useful attempts andexperience to the western third-tier cities to do the research on improving the environment of development needs for Taiwan-funded enterprises transformation.From innovative perspective of the development of co-urbanization and the construction of regional sub-centers,this paper will focus on the integration of transformation in Taiwan-funded enterprises and Deyang.This innovation will succeed in attracting foreign investments to speed up the transformation and upgrading in western cities of China.
