Can The National Audit Promote The Development Of Local Economy?

National audit is an important component of national governance.In recent years,national audit has achieved substantive results through increasing auditing,firming public funds in defending the national benefit,promoting implementation of major policy and standardizing power running.The precious experience of combating corruption and upholding integrity and economic development has great practical significance for promoting national governance and modernization construction.Government corruption has long been an important and sensitive problem.In the 18th session of the central commission for discipline inspection of the Communist Party of China the second plenary meeting,President Xi pointed out that government would fight "tiger" and "fly" both together at the same time with the same weapons.We will resolutely investigate and prosecute corruption cases in which government departments leading cadres are involved in violation of laws and codes of conduct,meanwhile,overcome unhealthy tendencies and corruption around the masses.So we can see that government corruption governance enhancement is imperative for governance.Promoting economic development and governing government corruption is an important part of government governance.What is the effect of national audit to local economic development?What role does corruption governance play between national audit and economic development?In order to research the above propositions,this thesis based on the political and economic practical background of our country,at the moment of National audit and government corruption governance have been paid more attention,according to a series of theories such as economical responsibility theory,government principal-agent theory and Rent-seeking theory,pointing at the 31 provinces,autonomous regions and municipalities,using empirical methods,reveals the inner logic of National audit,government corruption governance and local economic development,and make an empirical test of the relationship between government corruption governance and local economic development,and finally constructs the mechanisms of them.This thesis study whether national audit could promote the economic development,from the view of government corruption governance.Firstly,this thesis adopts the induction and deduction,analysis and synthesis to introduce the research background and value,innovations and deficiency.Secondly,this thesis collects and investigates the literature,sums up experiences and inadequacies by using the methods of documental study.Thirdly,this thesis based on theoretical derivation,combs the line of national audit promotes the economic development through government corruption governance,according on empirical research method studies the relationship of them.Finally,based on the above,this thesis adopts induction and analogy to draw conclusions,and puts forward relevant policies and proposals.This empirical study shows that national audit can promote the development of local economy,the more illegal gains investigated the better governs of local government corruption,the stronger government corruption governance means the faster local economic development;based on these conclusion,we proved that national audit can promote the economic development through government corruption governance.The main innovation lies in:Firstly,this thesis studies the urgent issues to tackle at home.The problem on economic development is major concern of country.In recent years,government investigates the government corruption increasingly,the desire of people to corruption governance has come into vogue,the relationship between the government corruption governance and the economic development is undefined.This thesis study the relationship of them,and provide theoretic foundation for the controversial relationship.This definite relationships also stimulates government corruption governance.Secondly,this thesis combines the national audit,the economic development and government corruption governance,studies the effect of national audit to the economic development,and further insight into the mediate function of the corruption governance,enriches and develops theoretical research results and provides some thoughts for executing or reforming related policy.The inadequacies are reflected in:Firstly,both theoretical model and empirical analysis have hugely controversial in the study of corruption governance,the main reasons are that corruption governance results is difficult to be measured.This thesis selects the number of bribery cases per millions to be the standard of corruption governance results,to a certain extent,which have an effect on the research results.Secondly,in the term of selecting standard of the economic development,this thesis selects the economic growth as the standard,in spite of the economic growth is an important feature for economic development,but the economic development is showed in various ways,in order to enhance the accuracy of research,we could do more work to explore in the future.
