Since the 1990s,with the increasing fishing intensity and the pollution of the marine environment,China's coastal fishery resources have been reduced.In order to transfer the coastal fisheries surplus labor,and promote the sustainable use of marine fishery resources,the Ministry of Agriculture decided to implement policies on coastal fishermen converting jobs in 2002.The previous academic researches on fisherman's transformation mainly focus on its background,causes,measures,policy effects and so on,in the perspective of Industry Economics.However,rarely are there some researches on the effects that the transformation process imposed on the fishing village.The academic research on village issues more attention to land-village,rarely focus on marine fishing village.From the perspective of Sociology,the author focuses on the influences that the fishermen transformation process brings to the fishing village community.As the "Three Fishery Problems" are becoming a hot issue,the study of the influence that the fisherman's transformation imposes on the fisherman fishing village community,is sure to enrich the research about the village community,and provide insights for the solution of such problems.This paper explores the impacts of the fishermen converting jobs on the village community,taking the study of Dongmei village in Fujian Pingtan County for example.First,the author collects empirical information through literature review and field investigation,then presented the overview of Dongmei Village,and the reason about elect Dongmei village survey sites as justification.as well as the background and direction of fisherman's transformation,the population and occupational situation of the fishing village are also to be described.Secondly,taking Structural Functionalism as the theoretical guidance,the author externalizes the village community into four boundaries-natural borders,economic and social boundaries and cultural boundaries-based on the academic research of the study and demarcation of the village community.The impact of fishermen displaced community on the fishing village is mainly reflected in the changes of four boundaries in the fishing village.Both the shrink of natural boundary of the fishing village and the expand of the economic boundaries are direct results of such converting.With the changing natural and economic boundaries,the social boundaries of the fishing village gradually tend to blur,specifically embodied in the alienation of fishermen kinship,the weakening of the geological relation and the strengthening of the industry margin relation.Besides,the cultural boundaries gradually fade out which is expressed in the weakening of the fisherman's village identity and the reductions in the cultural inheritance between generations and also the declining of the traditional fishing culture in fishing villages.Finally,the author discusses and analyzes the issue of the weakening and expiration of the fishing village community,conducts reflection and provides suggestions on the building of a new fishing village.This article seeks to analyze the impact of fisherman's transformation on the fishing village community in detail,and thus arouse the discussion on the declining and finalization of the community.I hope that this paper would enrich the study of the"Three Fishery Problems" and afford suggestions and insights for the career of new fishing village construction in China.
