Risk Management Research Of Urban Land Reserve

Urban land reserve work is a hot topic and difficult issue of land management in China.The first institution of urban land reserve was established in Shanghai in 1996.So far,the urban land reserve has developed more than 15 years in China.However,subject to the influence of the traditional planned economic and the inadequate marketization reform process,as well as the imperfect land institutions and policies about urban management,the urban land reserve has many immature and imperfect factors from the start of the produce.Likewise,the operation of urban land reserve everywhere has a lot of unreasonable or non-standard parts.The immature and non-standard urban land reserve institution makes the city land reserve practices faced with complicated risk issues in widespread,and this often brings substantial losses to the city which could be reduced and prevented.The situation may endanger the key goals that are the orderly adjustment of urban land market and the healthy development of urban land sustainable use.In this background,based on the analysis of these risks,this paper gives a thorough research on the risk management of urban land reserve,and introduces the risk management theories and methods into the area of urban land reserve risk management.First,it qualitatively identifies and quantitatively assesses the specific risks of urban land reserve.Then,it gives suggestions to improve the urban land reserve work in perspective of risk response.Basically,the research provides the basis and idea for local governments to manage the land reserve risks.
