The Research On The Practice Of Investment Management In Non-chemical Area

Since the reform and opening up,the industrial civilization,the marketization and the urbanization construction has become the main development direction of China's transition from agricultural civilization to industrial civilization.Especially since the ninety's of last century,in order to accelerate and promote economic development,local government has put in the fierce competition to attract investment.From the positive aspects to see,the results of the competition shows that the development of industrialization and urbanization has greatly improved the level of the whole society and economy.Meanwhile,the destruction of the ecological environment along with economic development has become more and more serious,which is criticized by the whole society for it's serious threat to sustainable development.Thus,promoting economic development while protecting the ecological environment,has become a dilemma of social economic development,which is a challenge to the political wisdom of the government's public management.To protect the ecological environment,establishing the industrial zone has become the choice of China's minority areas for economic development.Non-chemical area,in the process of planning and adjustment of industrial structure,adjusts the industrial structure to avoid the pollution of environmental resources by chemical industry,in order to escape from the blind development path of "development bofore governance " and road of "development before plan".Non-chemical investment attraction policy is the main public management means for the government to realize the construction in non-chemical area.Thus,this paper based on the theory of economic development and environmental protection and public management theory,makes a specific research on the construction practice and social economic development of Sheyang County in Jiangsu province.The research shows that the pollution enterprises have been out of the regional economy to reduce the environmental pollution from the source after the implementation of the construction plan in Sheyang non-chemical area.Thus,the industrial structure has been adjusted to achieve industrial restructuring.The research also shows that comprehensively promoting the construction of ecological civilization,natural environmental protection and construction has made urban and rural environment improved,meanwhile,the social and economic conflicts caused by the environment has been reduced year by year.The improvement of the ecological environment makes people's value orientation changed,so the economic benefit maximization is not the only value pursuit.However,Sheyang has also paid the price for economic development to construct nature reserves.After paying lots of manpower,financial resources and material resources,Sheyang county has built the non-dominant economic benefit,and the natural protection zone is bound to economic project construction,which has restricted the economic development of local society.Therefore,after the construction of non-chemical area,the regional economic of Sheyang county develops from the leading to backward.In the construction of non-chemical area,the contradiction between the long-term ecological benefits brought by environmental improvement and the economic benefits of economic development is still there.This research suggests that strengthening the investment attraction work has an important role in supporting non-chemical area construction,meanwhile,it's useful to overcome the problems and difficulties in local economic transformation and economic development and to ease the contradiction between ecological benefits and economic benefits.Thus,this paper makes a research on the construction of investment promotion,investment promotion and assessment system in Sheyang county,meanwhile,it makes a theoretical analysis of the problem,such as less project in post areas,narrow project selection in non-chemical area,cadres and the masses do not understand,superior does not support and fear of difficulty.Based on public management theory,this paper puts forward measures and suggestions to speed up the investment attraction in non-chemical area.There are five chapters in this paper.The first chapter is the introduction,which explains the background of the implementation of the investment attraction policy in Sheyang non-chemical area,the purpose and method of the study.In the second chapter,this paper reviews the sustainable development of domestic and international industrial economy and the theory of government economic function,and also makes the theoretical study on the priority of environmental protection.The third chapter based on the analysis and evaluation of the economic development of Sheyang County,takes the theoretical interpretation of non-chemical principle in investment attraction.From the theory perspective of economic development for long term or short term interests,this paper makes the Game analysis of different economic development path,such as "development before governance","development along with governance","governance before development" and "plan before development".Chapter four summarizes the investment attraction situation in Sheyang non-chemical area.Through the comparison between implementation,before and after the investment attraction policy in non-chemical area,this paper makes a theoretical analysis of the problem,such as less project in post areas,narrow project selection in non-chemical area,cadres and the masses do not understand,superior does not support and fear of difficulty.The fifth chapter based on public management theory,puts forward measures and suggestions to speed up the investment attraction in non-chemical area.The first is to increase publicity and promotion and strive to create a good atmosphere;the second is to take the advantages of resources and make the efforts to strive for financial tilt;the third is to do a good job of industrial planning and strive to build the project carrier;the fourth is to innovate the investment attraction method and strive to improve the investment attraction mechanism;the fifth is to increase education and training and strive to cultivate outstanding team;the sixth is to improve the supervision and assessment and strive to optimize the evaluation system.
