Classification Of Land Social Function And Empirical Research On The Function Value Estimation

The systematic classification of land use situation is not only the beginning of knowing the land use, but also the important link to make full use of land resources and to implement dynamic supervision and effective control of land. This study attempts to classify land social functions, provide a classification framework of land social functionbased on such social functions of land as the public services, economic and social security functions, with the connotation of major functions defined and hence establish a system for classifying land social functions.According to the established classification system, the value land social functions is calculated with such methods as Shadow Engineering, Substitute Market, Income Capitalization, Contingent Valuation and so on. Furong district of Changsha city is chosen as the district of a case study. Data is collected and analyzed of the land resources and the economic benefits achieved within the five years between 2009 and 2013 in the district. The main results of the study include the following three aspects:First, the land social functions are classified. According to the purpose, the basis and principle, as well as the method of classification, a classification framework is proposed, which includes 3 first-level categories of functions, namely, the public service function, the economic function, the protection function,8 second-level categories and 23 third-level categories. Compared with the existed ones, this system classifies land social functions more clearly and covers more,hence, it can provide a basis for further study.Second, evaluation method system of the land social functions is proposed. The general principles that should be followed in the analysis of the value of the land use functions include the versatility of land use and the permanence and limitation of land value.A method is established to estimate the value of land social functions, such ashousing function, traffic function, property function, basic security function, social security function and other major social functions. The empirical results show that the method is feasible.Third, the value of land social functions in Furong district is estimated. The value of the land social functions in Furong district grew 19360 million yuan during the five years from 2009 to 2013, with a change rate of 56.3%. The calculation also shows that the value of housing function increased over 100% while the security function of land decreased, which indicates that the economic development in Furong district was at a somewhat high level. This research reveals the inevitable trend that the value of land social functions will grow steadily in the process of urban development, and at the same time it also indicates that greater importance should be attached to the consideration of the following aspects:living in harmony with the nature, the proper speed and scale of development and the synchronous development of humanity and economy.
