Research On The Evalution Of Urbanization Quality In Inner Mongolia

Urbanization is the process of transformation of rural population to urban population and the process of expanding the number and size of cities and towns.This process is not only related to the employment structure,industrial structure change,but also related to the changes in the structure of urban and rural For a long time,China's urbanization is mainly based on the development of the city,the urbanization development mode of rural labor and resources have been exploited,so that the development of rural areas is slow or even stagnant.The process of improving the quality of urbanization is actually the process of urbanization,industrialization and agricultural modernization.Industrialization is the main driving force of urbanization to provide financial and technical support for urbanization.Agriculture is the basic guarantee for urbanization.The positive interaction between the three of the urbanization can improve the quality of urbanization,and finally realize the integration of urban and rural areas to lay a solid foundation.The urbanization rate of Inner Mongolia Autonomous Region is higher than the national average,but the quality is not high.This is because Inner Mongolia's economic development is restricted by the double lag of urbanization and industrialization for a long time.With the introduction of relevant opinions on urban construction continued implementation of the western development strategy and the 13 th Five-Year planning.Improving the quality of urbanization in Inner Mongolia is very important to the economic development of the whole autonomous region.At present,There are both qualitative and quantitative research on the quality of urbanization,qualitative research includes the driving factors,hindering factors and its connotation of urbanization quality.The quantitative research is to study the quality of a certain region by constructing the index system.Firstly,this paper analyzes the connotation of urbanization quality and the status of Inner Mongolia urbanization.Then measures the quality of Inner Mongolia urbanization,which is based on the time series and the main city of Inner Mongolia,through the construction of urbanization quality index system,And puts forward the Suggestions on improving the quality of urbanization in Inner Mongolia.This can be a special reference a forInner Mongolia to improve its quality of urbanization during the 13 th Five-Year planning period.This paper builds an urbanization quality evaluation index system of 6 aspects,which includes population,employment,economic development,urban development,residents life,resources and the environment,urban and rural,these indicators reflects every aspect of the quality of urbanization,to truly reflect the Inner Mongolia regional comprehensive urbanization quality.In addition,in this paper,the weight of various indexes in the evaluation index system using the analytic hierarchy process(AHP),of statistical data were standardized treatment,combined with the comprehensive analysis method to evaluate and analyze the quality of urbanization in Inner Mongolia,many aspects discusses the influencing factors of the quality of urbanization in Inner Mongolia,find out the key to lower the level of urbanization quality of Inner Mongolia.Affect factors of the quality of urbanization in Inner Mongolia,including employment structure and industrial structure,urban infrastructure,resources and the environment,the quality of life of residents and urban and rural areas,such as factors,the influence factors analysis can provide some policy suggestions in order to improve the quality of urbanization in Inner Mongolia.This paper according to the six aspects of employment quality,the quality of economic development,the quality of urban development,residents quality of life,quality of resources and environment,urban and rural quality of the existence of their respective proposed seven to enhance the quality of urbanization in Inner Mongolia policy recommendations.That is to strengthen the relationship among the regions,to play a leading role in the regional advantages;adjust the employment structure,on one hand to improve the three proportion of employment,on the other hand to improve the farmers employment security;promote the upgrading of industrial structure,increase the proportion of the third industry in GDP,in order to promote economic growth,improve the quality of economic development;to further strengthen the city infrastructure the construction,increase education,medical and cultural investment,provide high quality carrier for urban modernization;adhere to the "people-oriented urbanization",improve the quality of life of residents;improve the utilization efficiency of resources,increase efforts to protect the ecological environment;to promote the equalization of public services,accelerate the elimination of two structure in urban and rural areas,realize urban and rural development.
