A Research On The Impact Of Fiscal Agricultural Expenditure On Rural Residents’ Consumption Quantity And Structure

Investment,export and consumptions are three carriages of economic growth.How-ever,china’s economic growth excessively depends on investment and export,and the p-ulling effect of export is limited.Furthermore,the pulling effect of investment must be supported by rural residents’ consumption,but the pulling effect of consumption on econ-omic growth indequate.Therefore,consumption demands of rural residents become the biggest problem in China’s economic growth.The fiscal policy is an important means of macroeconomic control,and it has great significance in stimulating the resident’s consu-mption and improving the consumption structure.By applying the econometrice method,this paper,based on the panel data of 2003-2014,studies the impact of fiscal agricultural expenditure on rural residents’ consumptio-n quantity and structure.Firstly,this paper analys the impact of fiscal expenditure on c-onsumption theory,including research the relationship between the fiscal expenditure a-nd consumption theory by using Keynes’ s theory,and analyzes the mechanism of the ef-fect of fiscal expenditure on household consumption.Then,the paper makes a descriptiv-e statistical analysis and research on their relationship based on the time series data fro-m 1978 to 2014.In the process of empirical analysis,the study of the relationship betw-een the fiscal agriculture expenditure and rural residents’ consumption by building pane-l econometric model,and makes an conclusion:(1)The rural residents’ income is the important factors affecting the rural residents’ consumption.Empirical econometric analysis shows that rural residents’ total income ha-s significant effect on rural residents’ consumption.(2)The finance agriculture expenditure has a significant role in promoting rural resi-dents’ consumption.The empirical results show that the finance agriculture expenditure has a significant effect on rural residents’ consumption.(3)The finance agriculture expenditure has certain adjustment on rural residents’ co-nsumption structure.Fiscal agriculture expenditure has significantly effect on basic ne-cessity of rural residents consumption and development XiangShouXing,and fiscal agri-culture expenditure to develop into XiangShouXing consumption level than basic nece-ssity for consumption in degree.On the basis of theoretical analysis and empirical test,combined with China’s cur-rent actual situation,put forward the corresponding policy recommendations to comp-rehensively promote the rural residents’ consumption,thus promoting economy to de-velop in the direction of domestic demand driven.
