| In recent years,China’s economic growth gradually eased up,at the same time,the disadvantages of the past extensive growth mode are emerging.Environmental degradation,low product added value,the gap between the rich and the poor become larger,unreasonable industrial structure,excess capacity and other issues also appear constantly.In order to promote our country economy of high quality,stable and sustainable development,the economic transformation has become the top priority of current development.Upgrading of industrial structure is an important part of economic transformation,also is the key to success of China’s economic transformation and upgrading.So,the research on industrial structure upgrade has important theoretical significance and practical significance,while,whether the factors of production have achieved the optimal configuration is the decisive factor relate to if industrial structure upgrade can go on smoothly.Under the market system of perfect competition,factor price can reflect the scarcity of resources truly.But,when the factor price distortions,it can not real reflect the scarcity of resources,lead to the resources can’t get optimal allocation,which leads to low efficiency of the enterprise and unreasonable industry structure.Labor is the basic element of enterprise in the process of production,plays a fundamental role in the upgrade of industrial structure,mainly reflected on that the change of labor factor price will influence the enterprise investment decision from all sides,thereby,change the enterprise technology innovation investment,finally,affect the change of industrial structure.Firstly,this article summarizes the relevant theory about labor factor price distortion and upgrade of industrial structure from domestic and foreign scholars,on this basis,summarize the cause of our country labor factor price distortion.Secondly,using the C-D glass production method to measure labor factor price distortion of our country 29 province(autonomous regions and municipalities directly under the central government)from 1990 to 2014,according to Theil index and the proportion of the tertiary industry output value and the second industry output value to measure the degree of rationalization level and advanced level of the regional industrial structure.Thirdly,analysis of labor price distortion effect on industrial structure upgrade theoretically.On this basis,study on the labor factor price distortion effect on theupgrading of industrial structure by using Fixed-effect model,which based on the panel data of our country 29 province(autonomous regions and municipalities directly under the central government)from 1990 to 2014.Finally,on the basis of above analysis and empirical results,this paper proposes relevant suggestions to promote the upgrading of industrial structure and the reasonable development of economic.In this paper,the main research conclusions are as follows: first,the cause of labor factor price distortion mainly includes three aspects:(1)it is our country’s hangover from the city and countryside binary household registration system over the past few decades;(2)corporate ownership lead to the same labor get different pay;(3)labor supply and demand imbalance.Second,the labor price negative distorted phenomenon is widespread and has a tendency to rise.Third,the degree of rationalization level and sophistication level is low,points regional terms,only Beijing and Shanghai have high level of industrial structure and rise quickly relatively,except them,other areas are relatively low and rise more slowly.Fourth,the theoretical analysis shows that labor factor price distortion can produce inhibition effect,demand suppression effect,resource mismatch effect,excessive investment effect and the deterioration of trade effect,which will bring down the speed of industrial structure upgrade.At the same time,the empirical study also confirmed that whether in terms of national or regional,the labor price distortion has a significant inhibitory effect on the rationalization and sophistication of industrial structure,that is to say,the labor factor price distortion hinder the upgrading of industrial structure.According to the analysis results,the paper proposes relevant suggestions:(1)improve the labor market,optimize the resource distribution efficiency: promote labor market integration,eliminate market segmentation;perfect social security system,accelerate the free flow of labor factor;strengthen the human capital investment,improve the employment structure.(2)To promote coordinated development of the first,second and third industry,promote the level of industrial structure rationalization and sophistication: speed up the development of service industry,promote the service to support the first and second industrial development;optimize the structure of manufacturing industry,promote transformation and upgrading of manufacturing industry;perfect the modern agricultural industry system,promote the development of agriculture to industrialization and information.This article is based on the existing related research,try from a new angle which is labor price distortion,to study the upgrading of industrial structure in our country,combine with 1990-2014 provincial panel data to research the labor factor pricedistortion influence on industrial structure upgrade by using the Fixed-effect model,and combine qualitative and quantitative research methods to analyze the factor price distortion and the present situation of the industrial structure in our country,and puts forward relevant suggestions at the end of the article.To some extent,enrich the research in the field of industrial structure and elements of the distortion.At the same time,in view of the labor price distortion effect on the upgrading of industrial structure and put forward relevant suggestions,which have strong practical value to promote the upgrading of industrial structure and economic transformation. |
