Theory And Practice Mode Research Of The New Rural Collective Economy

The modern agriculture continues to develop towards the direction of large-scale management and intensive production.Under the traditional collective economic system,the fragmentation of the land and the decentralized household management are the main obstacle to the development of the rural collective economy.Reforming the collective land property right system,promoting the rural land circulation,and exploring moderate-scale management are the inevitable choice to develop the current rural collective economic.Therefore,many peasants in our country have made extensive explorations in practice,transforming rural land circulation and agricultural production,and have set out a modern new collective economic development road gradually,forming a new type of collective economy.This new rural collective economy can effectively connect farmers,collective economic organizations and the new agricultural management entities to carry out production and management cooperation.Through optimizing the combination of various agricultural production factors,the new rural collective economy realizes the rural economic and social development of harmonious and unified.Therefore,it is of great theoretical and practical value to study the development mechanism and practice mode of the new rural collective economy,to discover the new impetus of collective economic development,to increase the farmers’ income,to increase the agricultural efficiency,to lead the rural poor to get rich together,and to realize the well-off society in an all-round way.On the basis of the theoretical research and practical experience of Chinese and foreign collective economic,this article reinterprets the concept and connotation of the new rural collective economy.Based on the analysis of the development course of the new rural collective economy in China,this paper discusses the dynamic mechanism,the restraint mechanism,the action mechanism and the transmission mechanism of the new rural collective economy by using the of scale economy theory,the property right theory,the labor division theory and the risk theory.According to the different ways of land transfer,this paper summarizes the typical model of the development of new rural collective economy in China.Finally,this paper put forward the relevant policies and measures to develop the new collective economy.This article mainly elaborates the theory of Marx,Engels,Lenin and Stalin’s rural cooperation on the development process of Chinese and foreign collective economic theory.This article elaborates the cooperative economic theory in the new institutional economics,neo-classical economics and other theories.This paper expounds the thoughts of Mao Zedong,Deng Xiaoping and other leaders on China’s rural collective economy,and provides theoretical support for the development of the new rural collective economy.This paper analyzes the experience of the former Soviet Union,Israel and other countries in the development of rural collective economic cooperation and the main experience of the development of rural collective economy since the founding of the PRC.This paper summarizes the characteristics of rural collective economic development in each stage in recent years.This paper discusses the dynamic mechanism,the restraint mechanism,the action mechanism and the transmission mechanism of the new rural collective economy by using the scale economy theory,the property right theory,the labor division theory and the risk theory.The study shows that confirmation of land rights is the prerequisite and foundation for the development of new collective economy.Scale operation is the main driving force of economic cooperation.The multi-layer cooperation and specialization division among economic subjects is the internal operation mechanism of the new rural collective economy.The reduction of operational risk and the improvement of earnings will promote the sustained and stable development of the new collective economy.This paper analyzes the management mode,development effectiveness and potential problems of four typical development models: land share cooperation model,land trust model,land joint model and land exchange model.These models have distinct characteristics,obvious advantages and remarkable benefits,all of which have realized the innovation of agricultural production and management mode.These models can be extended to apply to different regions.So,the new rural collective economy is an innovation of rural collective economic development,which is an important way to promote Chinese characteristic socialism agricultural modernization.Its theoretical connotation is profound.The typical practice model of the new rural collective economy is of high application value,which can provide reference for other regions to develop the collective economy.
