Rural-urban construction land is the important material carrier of economic development in rural-urban areas, it is also a significant part of land use types, whose structure and layout is crucial to the land sustainable use. In recent years, with the continuous development of society and economic and the acceleration of urbanization, the demand of various types of rural-urban construction land was increasing annually, the conflict between land supply and land demand have become increasingly prominent. At the same time, the disparity between the rural and urban areas has been enlarging day by day because of the inconsistent developing speed. Therefore, it is quite necessary to study on how to distribute the rural-urban construction land rationally, and how to improve the utilization efficiency of land resources to make an overall arrangement for coordinating urban and rural development and protecting the legitimate operation of the national economy. Treating revision of the new round general land use planning as an opportunity, the paper made a research on structure adjustment and layout optimization on rural-urban construction land in Houma City. The main contents include the following aspects:By the method of literature analysis, the author made a review of introduction on previous researches and practical cases on related studies of rural-urban construction land. Based on making a brief discussion about structure adjustment and layout optimization on rural-urban construction land and exploring the various disciplines toward the research area, the start point of paper was cleared. Then the author explained the research purpose and significance, indicated research background, scope, main research contents and methods. The concept and scope of main study object were discriminated and defined, and the main ideas of article were proposed.The utilization of rural-urban construction land in Houma City was analyzed, and the total quantity of rural-urban construction land was 4074.10hm2, which including urban land, rural residential land and other independent mining land. Rural-urban construction land structure was not reasonable, the proportion of rural residential land was too large, urban land and other independent mining land accounted lower proportion of construction land. Which indicted various types of land was harmonious proportions and was not conducive to sustainable economic development.Several methods and models were used to predict the number of population during planning period in Houma City, suggesting that the total population would be 32.61 million in 2010 and grew to 39.27 million in 2020. Combing with existing use of rural-urban construction land and predicted data of population, many methods were used to forecast the utilization of rural-urban construction land in future. The results indicated that the total quantity of rural-urban construction land would be 4640.97 hm2 in 2010 and 5469.90 hm2. At the same time, the rural-urban construction land scale of each township in planning objective year was predicted.Based on analyzing on city functional orientation and the consolidation potentiality, considering related control targets about rural-urban construction land scale and general land use planning, structure adjustment and layout optimization of rural-urban construction land was implemented. And some suggestions about structure adjustment and layout optimization were proposed.
