Problems-on Taxation Service And Strategies

With the development of Chinese economy and the progress in the comprehensive national strength,a service idea in China's New Normal mode has been advocated and spread by Chinese government.Therefore,the taxation department---one of the most important functional departments and service departments should employ positively and actively the innovation and carry out construction reform in order to upgrade the taxation service fulfill the demand and satisfaction of taxpayers and build a good image for the government.The paper analyses taxation service at Xihu Region in Nanchang Taxation Bureau through the survey of questionnaires on five aspects: the publicity of taxation laws and preferential policies,the improvement on the modification of taxation service laws,the training for taxation service staff,and the upgrading of information technology,the evaluation of taxation service.Apart from the questionnaires,other methods have been employed to obtain taxpayers' suggestions such as directors' answering the telephone of12366,meeting with taxpayers,training for taxpayers,publicity month of taxation,visiting the taxpayers.Through these channels,taxpayers' demands and ideas can be collected.This paper makes a survey of taxpayers and the situation of Xihu Region Taxation service which are the basis of analyzing the taxation service problems.After two months' survey,visiting and making communication with taxpayers,we can understand the situation and efficient methods on taxation service in Xihu Region and the problems.Xihu region is one of the main city regions in Nanchang City.The number of taxpayer covers one fourth of the total taxpayer in Nanchang.The good methods and results about taxpayer service are as follows.Xihu region has awarded separately the number one and number two on the survey of Chinese taxpayers' satisfaction in 2014 and 2015.The same years witnessed the awards of outstanding department in Nanchang Taxation bureau.The taxation service hall has been awarded Five Star service hall.In 2014,it is Xihu Region who advocated the directors to answer the telephone of 12366 which is the first time in the region of whole China.During the taxation service month,taxpayers had been invited to Xihu Taxation Department to have a meeting and taxpayers can enter the taxation service department and experience the staffs' work which let the taxpayers understand taxation service and make a good communication between the taxpayers and taxation department.Thisactivity has been spread by Jiangxi Provincial taxation bureau.Three necessities should be done by the staff: put on the taxation uniform,show the taxation inspection certificates and show incorrupt reflection cards.This method has been adopted by Nanchang Taxation bureau.Xihu region has provided good and effective taxation service which can be a good example for other places in Nanchang City,Jiangxi Province or even the whole country.Xihu region has made a lot work on taxation service and got the satisfaction by the taxpayers,but some problems still need to be solved.There are five aspects: low efficiency in tax service,the unclear aims in the publicity of tax law,informationization needs improvement,incomplete protection of taxpayees' right,the quality of tax service staff needs upgrading.Xihu region has adopted methods to solve these problems:simplify the steps of paying tax,improve the efficiency,build more reasonable construction,train the staff,and shorten the distance between taxpayers and taxation department.This paper puts forward five solutions to lessen taxpayers' burden,broaden the channels to make taxation laws known to the public,implementation of preferential policies,improve the construction of taxation service and training the staff.These methods ban be used to increase the satisfaction of the taxpayers and make assistance for taxation department to fulfill the task of collecting tax.
