| The “Belt and Road Initiative” proposed by President Xi Jinping in 2013,has sketched a new roadmap for Chinese economy development.In this circumstances,electric power enterprises are mainstays of the energy industry under the “going abroad strategy”.In recent years,however,as the economy development of China has slowed down,the electric power industry is facing increasingly severe situation of productivity surplus.On the contrary,many countries along “the Belt and Road” are in shortage of electric power supply.This leads to the opportunity of developing electric power industry complementarily between China and these countries.Through overseas electric power project construction and technical support,not only local electric power supply conditions will be improved,but also the pressure of productivity surplus in Chinese electric power industry can be relieved.Through overseas electric power project construction and technical support,not only local electric power supply conditions will be improved,but also the pressure of productivity surplus in Chinese electric power industry can be relieved.Overseas electric power programs,on the other hand,are facing many risks,making it essential to conduct risk evaluations and take prevention measures.Currently,most researches are focused on risk management,mainly from theoretical aspect of view,while case studies are rare.In this work,recent development of overseas projects is firstly reviewed.After that,based on actual projects and the author’s personal experience,risks upon each stage of the overseas EPC projects are identified in details.Each risk is quantified with “D=LEC” method and corresponding prevention measures are proposed according to the quantitative level of the risk.Through detailed and systematic evaluation of the risks that overseas EPC projects are facing,this work has provided a series of practical conception on risk prevention,which could be referential for future researches on overseas EPC project risk management. |
