With the substantial development of China's industrialization and urbanization,the rural labor force releases gradually,which results in the labor transfer from rural to urban area.The reasonable and orderly labor transfer will not only help increase farmers' income,promote rural development,alleviate the "three rural issues",realize well-off society,but also be of great benefit to create a stable social environment for the industrialization and urbanization in China.It's always in the first place of government's consideration that the rural labors transfer orderly and their income increase reasonably,in which the most effective way is to increase the training of labor transfers and enhance their quality.Therefore,it's crucial for the society harmony and economic development to understand the status of rural surplus labor transfer,to analyze problems during the transfer,and in the end to study solutions of these problems.Heyuan City,a typical mountain city of Guangdong province.which lies in the northeast of Guangdong Province and in the area of the middle and lower reaches of Dongjiang River,is the transportation hub between North of China and Pearl River Delta.In recent years,Heyuan City,using its geographical advantages,vigorously develop green economy,focusing on the development of four new industries,and achieved remarkable results.In 2014,the city's GDP reached 75.895 billion yuan,with an increase of 10.9% compared to the previous year,ranking the first growth rate in Guangdong Province.In the transfer of rural labor force,Heyuan City implements combination of local transfer and off-site transfer to achieve development of both agriculture and industry,forming a unique path of Heyuan economic development and the transfer of rural labor force.This paper analyzes the status of transferred labor training in Heyuan City,through data analysis and summary of questionnaires and field research.In the end,this essay presents practical suggestions of training needs survey,establishment of the training certification system,training talents introduction and training costs investment lending mechanism to improve the transfer training of Heyuan City.
