Analysis Of The Optimization Path Of China's Commercial Registration System

At present,China’s economy has entered a new normal,then,only unswervingly propelling reform can break the original institutional arrangements and benefits structure,achieve much more efficiency and progress to create effective condition.Commercial Registration,which combines the application for registration with official approval,acts as a very necessary mean and indispensable part of the marco-control and legal adjustment.As an integral part of the administrative approval system,the reform of Commercial Registration System will optimize the development of market economy,release the vitality of economy.Due to historical reasons and the legacy of the planned economy,China’s Commercial Registration used to put emphasis on safety rather than efficiency,excessive pre-approval procedures had been inconsistent with the essence of the market economy development.The cumbersome registration procedures,duplication of registration materials submitted and a lot of costs for preparing registration papers made a heavy burden to entrepreneurs,did harm to the release of idle capital’s,especially the private capital’s vitality.In this context,the state and the government implemented the commercial registration system reform from Guangzhou,Shenzhen and other pilot start from point to surface to overcome original shortcomings.As the starting point of the Commercial Registration System Reform,facilitating the registration’s procedures,streamlining the registration matters,strengthening the credit supervision and and other effective measures are of great significance of reducing the administrative examination and approval,transforming the government functions,releasing the market potential,and stimulating entrepreneurial enthusiasm of the whole society especially private capital investment enthusiasm.This article is set in comprehensively deepening reforms after the Third Plenary Session of the 18th CPC Central Committee,combined with my own work experience,taking the basic content of commercial registration system reform as the starting point.Through comparing the annual data of the market entities before and after the reform,this article makes analyses that the commercial registration system reform plays an active role in promoting economic development.Moreover this article also finds out some unresolved shortcomings in the beginning of reform,including reform of the government before and after the convergence of economic regulation model,the government’s deregulation would cause confusion in the market,how to maintain the effectiveness of the social credit system,and how to exchange and share information between government departments in a big data word.For these problems,as well as learning form other countries and regions’ practices,this article puts forward practicable methods on optimizing China’s commercial registration system.
