Taking J company as an exam ple, this paper analyzes the dev elopment of the traditional coal energy based enterprise transformation and upgrading, and believes that it can not solve the problem that only rely on the extension of the downstrea m industry. This paper analyzes the external situation, studies the competitive strategy, analyzes the th ree different angles, and puts forward the deve lopment strategy of diversification strategy based on cost contro l, and puts forward the combination of high cost investment and high characterist ic development. The enterprise not only pay attention to the short term production cost savings, a nd then pay more attention to the production process and tec hnology innovation, product research and development direction, raw material supply, logistics m anagement, resource recycling, human resource management of the whole process control, to promote the enterprise from a wider b ackground to consider strategi c management issues. The innovation points of this pa per are: through the com prehensive analysis, the paper puts forward the two attr ibutes, the co st and the characteris tic, the cos t and the characteristic, and the respective advantages and risks of the enterpr ises in th e implementation process. Acco rding to the d ifferent needs of the m arket and the characteristics of th e cost, the study of the im plementation of the strategy of differentiation strategy.
