Facing the new characteristics of transformation and development of domestic economy and society, the construction of railway needs to speed up to adapt to the new situation when the ‘One Belt and One Road project’, Yangtze river economic zone strategy and Western development strategy were implanted by the Party central committee and the State council. With the release of the Thirteenth five year plan, railway and rail transit construction will be a shining pearl in this round of economy construction. The placement of strategy is essential for the newly founded ZTJDQ Design and Research Branch(hereinafter referred to as ZTJDQY) to capture the opportunity to seize the market in this auspicious situation.This article is based on the results of related international and domestic studies on strategy management. The PEST tool and the Matrix of environmental impact assessment and some other methods are applied to entirely analyze the present situation of railway industry as well as the internal and external environment. By considering the features of the company’s own resources, the opportunities and threats that the company’s external environment has brought are sorted out, and the company’s own advantages and disadvantages are analyzed. SWOT and Boston matrix are used in this article to explore the overall strategy, business portfolio strategy, competitive strategy and function strategy that ZTJDQY would have used. At last, the steps and key points of the implementation of the above mentioned strategies are put forward, measures that should be carried out to ensure the implementation concerning about human resource, internal management, cultural construction and some other aspects are also stated in this article.This article proposes that the compressing developing strategies should be applied. The company should make full use of the existing comprehensive superiorities, increase the input to the market of railway and rail transit bridge’s survey and design, strengthen the investigation and design of railway related highway- urban construction projects and general contracting mode of design-construction to expand the market share. Also, the company should strive to expand business of the survey and design service of the thousand-meters-level bridge over river/sea by taking advantage of fund superiority to enhance core competitiveness. The research of this paper provides references and guidance for the long-term sustainable and healthy development of ZTJDQY.
