As urbanization construction speeds up and urbanstate-owned land is scarce, more and more agricultural land will be requisitioned. At the same time in the actual situation, due to problems in the polls before land expropriation and unreasonable behaviors of local governments in the process of requisition, conflicts between local governments and households frequently occur during the process of land expropriation and demolition. The group conflict during the land expropriation and demolition has become one of the main factors affecting social stability. By using planned behavior theory as the support, studying willingness of households requisitioned as the breakthrough point, conflict can be reduced to some extent.Cooperation willingness of households requisitioned as breakthrough point,planned behavior theory as support, following work has been done :(1)By visiting the Zhuge department of Luoyang, attitude factors which influnce willingness of households are preliminarily studied;(2) The questionnaire was designed to make further research. By means of questionnaire survey in 36 villages of Luoyang city, Xinxian county, Mengjin county and using SPSS software for statistical analysis,factors affecting the cooperation intention are further researched;(3)Cooperation intention factors figure is based on planned behavior theory. to make factors which will affect cooperation intention of households requisitioned have actual effect.Study on cooperation intention of households requisitioned in land requisition and demolition not only help to reduce the possibility of group conflict to a certain extent but also provide a reference to risk assessment before land expropriation.
