Evaluation On The Comprehensive Benefit Of Large Medium-sized Biogas Bond Projects In Henan Province

Large medium-sized biogas project is an effective way to solve the problem of environmental pollution and energy issues of rural life in the new period.China attaches great importance to the development of biogas industry,started the rural biogas bond projects in 2003,and began to focus on the construction of large and medium-sized biogas projects in 2008.As a big agricultural province,Henan Province undertakes rural biogas bond projects every year.Henan Province undertook 295 large and medium-sized biogas bond projects from 2008 to 2014,and the projects approved before 2013 have been completed basically.With the vigorous promotion and development of large and medium-sized biogas bond projects in Henan,it is better to promote large-scale and commercial development of the projects by building a comprehensive model to evaluate the effectiveness of the projects,which has a very important theoretical and practical significance.This paper takes the large and medium-sized biogas bond projects of Henan as research object,constructing the comprehensive evaluation model of the projects and studying a case.The main contents of this paper are as follows:(1)Through expounding the basic situation,construction model and characteristics of benefit of large and medium-sized biogas bond projects in Henan Province,and analyzing the advantages,disadvantages,and application range of various methods,this paper chooses the fuzzy comprehensive evaluation method to construct the benefit evaluation model of the projects and use AHP and Delphi method to determine the weight of each index.(2)Based on the benefit analysis of large and medium-sized biogas bond projects of Henan,literature research,the principle of index selection,and the suggestions of relevant experts,this paper selects the appropriate index and constructs the comprehensive benefit index system of large and medium-sized biogas bond projects,which is consisted of 3 first level evaluation indexes and 16 second level evaluation indexes.The first level evaluation indexes include economic benefit,ecological environment benefit and social benefit.The second level evaluation indexes of the economic benefit layer include the financial net present value,the investment recovery period,and the financial internal rate of return.The second level evaluation indexes of the ecological environment layer include waste treatment rate,biogas energy supply rate,greenhouse gas emission reducing rate,sulfur dioxide emission reducing rate,biogas shlurry and residue disposal rate,fertilizer reducing rate,pesticide reducing rate,and environmental quality improvement.The second level evaluation indexes of the social benefit layer include the increasing rate of the employment,the improvement of the awareness of people using renewable energy and protecting environment in project area,the improvement of the quality of life for biogas households,the optimization of industrial structure,and the improvement of social reputation.(3)The importance of evaluation indexes have been investigated by using Delphi method.The weight of each index has been determined by sorting through the results and using the AHP to construct the comparison matrix;A set of evaluation grade standard of evaluation indexes was set up by referring to a great deal of literature and expertise.The comprehensive benefit evaluation model of large and medium-sized biogas bond projects of Henan was constructed by using the fuzzy evaluation method.(4)Based on the evaluation model,the comprehensive benefit of the Zhigang farm biogas bond project in Fengqiu county has been evaluated and analyzed.And the practicability and feasibility of the evaluation model are verified.By calculation,the comprehensive benefit evaluation score of the project is 79.39 points,and the evaluation grade is "better" The economic benefit evaluation score is 54.07 points,and evaluation grade is "general".The ecological environment evaluation score is 87.35 points,and evaluation grade is "better".The social benefit evaluation score is 88.21 points,and evaluation grade is "better".In general,the project has achieved better effect,but need to further enhance for biogas slurry utilization,auxiliary heating technology and so on.
