While the electric power system reform is being advanced continuously, the power supply enterprises will get involved in the market competition. The present situations put forward new requirements for the internal control and management system of power supply enterprises. It’s of great significance for power supply enterprises to monitor the metering equipment and ensure the accuracy of metering and the smoothness of their operation. Taking the metering equipment operation monitoring system of Lianyungang Power Supply Co., Ltd. as the research object, based on the related theories about monitoring system improvement, through scientific and effective analytic methods, this paper puts forward an improvement plan for the metering equipment operation monitoring system of Lianyungang Power Supply Co., Ltd..First, starting with the urgency of the power supply enterprises to strengthen the metering equipment operation monitoring on the background of electric power system reform, this paper clarifies the significance of the metering equipment monitoring for power supply enterprises, introduces the domestic and abroad theoretical research about monitoring system and the research outcomes about metering equipment remote control and defines the research methods and the framework for this paper.Then, the paper introduces the concept and features of metering equipment operation monitoring and explains the related monitoring system theories based on COSO report. It illustrates the related technologic results about metering equipment operation monitoring and introduces related theoretical research basis for monitoring system improvement from evaluation of internal control, etc..Next, the paper introduces the present situations of metering management and the basic conditions of Lianyungang Power Supply Co., Ltd., the research target for this paper. It presents the monitoring objectives and makes detailed analyses about the metering equipment operation monitoring system of Lianyungang company from five aspects including its organization chart, risk assessment, monitoring system and flow, information system and work supervision.In the analyses, the paper uses event tree analysis method, flow chart analysis method and field investigation method. It also points out the existing problems.At last, focused on the existing problems, drawing on the related monitoring system improvement knowledge, using various methods including assignment of responsibility, internal report, authorization system, performance appraisal, information technology and so on, this paper puts forward an improvement plan for the metering equipment operation monitoring system of Lianyungang Power Supply Co., Ltd. from five aspects including its organization chart, risk assessment, monitoring system and flow, information system and work supervision.This paper is an exploration about monitoring pattern innovations of metering equipment operation.
