The new urbanization is the basic guarantee for the healthy and stable development in China. each regional urbanization with balanced development is the important connotation of the new urbanization. Since reform and opening-up, China’s urbanization development has made great achievement, the level of urbanization is also an important indicator by every level of government to weigh socio-economic development. The New urbanization basing on concern between the urbanization level of development and economic growth emphasizes on the philosophy people-centered and "maintaining stability" so that the development of urbanization level in line with urban industrial restructuring, urban actual ability to absorb rural labor force, infrastructure support capabilities, carrying capacity of resources and environment. Therefore, objectively evaluate the level of development of China’s new urbanization of the city will be essential, such as enhancing the level and quality of new urbanization, optimization new urbanization pattern and constantly improving the new urbanization institutional mechanisms.From the connotation of the new urbanization, This paper, reflecting on the traditional basis on a single indicator to measure the level of urbanization, build an comprehensive index system to reflect China’s new urbanization level of urbanization and interpret further the connotation of the new urbanization, The comprehensive index system consists of four aspects of urbanization of economy, urbanization, society, ecology and the urban-rural integration; There are some analyses about present characteristics and law of development for the comprehensive level of new urbanization along with the level of urbanization of economy, urbanization, society, ecology and the urban-rural integration over the past decade by using spatial autocorrelation; Direct at unbalanced situation showed East and West for the development of urbanization, the use of spatial econometric model to do the relevant convergence analysis aims to provide relevant policy recommendations for China’s new urbanization of balanced regional development.This paper includes the statistics about 286 cities and more than 286 cities that based on the 2003-2012 in China, meanwhile, From those four aspects such as the economic, social, ecological, and urban and rural integration, which can build the new index system of urbanization, and using entropy method is to evaluate the new urbanization level of each city, and connecting with the ESDA- ArcGIS and spatial econometric model, and then the level of urbanization in our country of new spatial pattern is discussed and its convergence characteristics. The results show that:(1)In the overall level of new urbanization obviously shows rising trend, and there has obvious difference among the east the middle part, and the west, urbanization average performance for the east > the whole nation > the middle > the country western, growth performance for the western national > the whole nation > the east > the Middle East.(2)The level of urbanization of economy, urbanization, society, ecology and the urban-rural integration are in accordance with the comprehensive level of new urbanization in the spatial distribution of regional differences emerging the "east west high low" rule, and the high level spaces quite fall in with urban agglomeration of the national level, some sectional level in the spatial distribution.(3) It exists significant spatial agglomeration effects the New urbanization of our country, showing obvious gradient in the "east west high low" rule.(4)Convergence, The new urbanization development in our country after add space factors, speeding up the urbanization level of absolute convergence, robustness is greatly improved, from the point of conditional convergence analysis, per capita GDP and the proportion of non-agricultural population two factors is the key to promote the balanced development of regional urbanization in our country. Therefore, to strengthen the economic growth and urbanization of spatial linkage is the key factor to realize the balanced development of China’s urbanization. |
