Research On The Fairness Of China's Basic Old-age Insurance System

Whether the pension system is fair is not only related to each person's pension benefits, but also the success or failure of the national social security system. Our country's basic old-age insurance system includes the basic old-age insurance system, the basic old-age insurance system for enterprise employees, and the basic old-age insurance system for urban and rural areas. From the early days of the founding of our country, we have the basic old-age insurance system. But from the whole historical development stage, the state has not balanced development of these three basic old-age insurance system, the policy focus on the basic pension insurance and basic pension insurance of enterprise employees, resulting in the basic pension insurance in china. Because of the urban and rural economic system of two element structure, China's basic old-age insurance system also exists in urban and rural areas of two element structure, resulting in the basic pension insurance system between urban and rural areas is not fair. Because of the unbalanced development of economy in the East, middle and west of China, there is no fair in China. These basic old-age insurance system has a serious impact on the construction and development of China's basic old-age insurance system, resulting in the masses of the pension insurance system is not satisfied. To construct a fair and reasonable basic pension insurance system is the core value of the basic pension insurance system, and also the important part of building a socialist harmonious society.This article includes five parts:the first chapter is the introduction, mainly about the background, significance, research status and research methods of this paper. The second chapter is the general theory of the basic pension insurance system fairness, which mainly defines the related concepts, including the pension insurance system, the basic pension insurance system and the basic pension insurance system. At the same time, two basic theories are introduced, namely, Rawls's theory of fairness and justice and public goods theory. The third chapter is the history of China's basic old-age insurance system, the basic old-age insurance, basic pension insurance for urban workers, urban and rural residents, and the current system of basic old-age insurance. The fourth chapter is existed in China's basic old-age insurance system unfair and reasons, mainly includes the unfairness between groups, between regions, between urban and rural areas and between generations, and from the main body of the lack of the idea of equality, basic old-age insurance coverage rate is low, the basic old-age insurance system is multiple segmentation, historical debts and legal system of the absence of the analysis of the reason. The fifth chapter is to improve the basic old-age insurance system in China's basic pension insurance system, the basic pension insurance system from the starting point of fair, process fair and the results of three aspects.
