Housing problem is a national social stability and development of the big problem,in any country in the world according to this problem developed a series of housing security system conforms to its own national conditions.As China’s house prices and solve the problem of urbanization development of the emergence of the urban resident living problem,the Chinese government vigorously promote the reform on housing system.There and public rental housing is the national product of the reform,is a new way in low-income housing policy,and is the low-rent housing,affordable housing,low-cost houses and following a shantytown transformation.1998 countries on the housing system reform,housing units will be cancelled gradually,market-oriented housing system will be the main force of the future housing market,but because of the market in an imbalance of supply and demand situation,it caused the house price rising continuously,the low and middle income earners can’t buy also can’t afford,and proved through practice economy applicable room due to insufficient in price competitiveness,insufficient sales monitoring,many problems such as market demand above problems,encountered tremendous resistance,and low-cost for benefit groups is too small,can’t let the city of "sandwich layer" benefit.So,in order to strengthen and enhance the level of our country housing guarantee,on June 12,2010 the central seven ministries jointly issued "about speed up the development of public rental housing to the guidance of",form that moment on public rental housing official became a member of the housing security system in our country.As the country’s emphasis on public rental housing in many cities began public rental housing construction work,and Dalian during the "twelfth five-year" was identified as one of the public rental housing pilot cities,so how to develop and improve the good public rental housing system is a imperative job.In this paper,based on the related academic papers,system,analyses the present situation of public rental housing in Dalian and research,in the summary and research the situation of the public rental housing in the developed countries,illustrates the related concepts of public rental housing,and standing on the basis of public rental housing system running in Dalian,this paper probes into the problems there are public rental housing system,laws and regulations lag,the policies lack of planning,insufficient construction funds,less number of housing,and imperfect regulatory problems.Finally,standing on the national each city and Dalian city public rental housing system has the problem of Angle,and put forward improvement opinions and Suggestions to perfect the public rental housing in Dalian,intended to promote the construction of public rental housing in Dalian,perfect the system of housing security system in Dalian and tangible completes the "sandwich layer" the housing problem of the crowd.
