The Research Of Local Government Debt In Jiangxi Province

In recent years,China’s local government debt problems have attracted more and more social concerns.Its overall size has to be reckoned,and debt risks have emerged in local range.At the same time,in the aspect of local government debt management,the existing management system is difficult to meet the needs of the rapid development of the scale of debt.Today,most of the regions can only pay debt through borrowing new money,which has increased the burden on the government and can’t produce economic benefits.Therefore,local government’s debt risks further expanded.In 2004,Jiangxi was confirmed as the pilot to issue local government bonds.Under this background,it is very necessary to strengthen the inquiry of the solving ways of local government debt problem in Jiangxi province.In this paper,based on the specific circumstance of local government debt in Jiangxi Province,according to the current published debt audit data,an analysis of the main debt problems existing in Jiangxi Province,specific performance for the risk of the debt size,debt management structure is not perfect,many violations of local financing platform three.The main risk of the debt scale is the following three points:the rapid growth of the debt scale,high debt costs,and some regions and industry debt service pressure.The organizational structure of debt management is not perfect performance for the lack of specialized debt management agencies,some departments and responsibilities are not clear.In addition,on account of the regulation is not in place,resulting in violation of local financing platform debt,debt financing,the phenomenon of illegal appropriation have occurred from time to time.Although the Jiangxi provincial government has issued a lot of debt management approach to try to solve these problems,but there are still some areas in the implementation is not in place,the lack of long-term effective regulation,local debt management problems remain.Therefore,through the analysis of all kinds of information,this article finds the problems and causes of local government debt in Jiangxi province.Besides,this article also uses American debt management as reference,and provides strategies and suggestions to the debt problem in Jiangxi.In terms of countermeasures,to solve the debt problems that have been found,this article brings up suggestions from three angles:to strengthen debt risk management and control,to sound debt management organizational structure and to improve debt management systems.In addition,this article innovatively proposed the establishment of internal credit rating system in Jiangxi government,which can not only grasp the real situation of local government debt at all levels and to risk early warning,also provides the power for the sustainable and steady development of local government debt in Jiangxi Province.
