Rural economic development in China is building a moderately prosperous society and realizing the great rejuvenation key points of Chinese national dream,and rural infrastructure is a necessary condition to support rural economic development.Strengthen rural infrastructure not only can effectively solve the "three rural" issue and the realization of agricultural modernization,but also can narrow the gap between urban and rural life and promote the process of building a comprehensive well-off.At present,ways of the Chinese rural infrastructure financing include financial funds,financial credit funds,private capital and peasant self-financing.As rural infrastructure and public properties strongly profit difference,it is difficult to obtain the support of commercial credit funds,private capital and rural self-financing,that is the lack of guidance led to limited infrastructure and less involved,but also because of the limited amount of self-financing and can not bear responsibility.Therefore,the financial investment is a major source of funding of rural infrastructure,and to study how the government with limited financial resources which improve the efficiency of rural financial infrastructure spending is a hot topic of concern economic circles.Jiangxi Province is a traditional agricultural one,according to years of development of the market economy,agricultural production is in transition of traditional extensive with intensive development of the modern transformation of rural infrastructure have been supporting up to this strong support agricultural transformation.Therefore,the Governrnment must change with it,not only to focus on rural finance infrastructure investment growth in the size,but also to pay attention to effect expenditure resulting from other systems and manage and other ways to meet the construction needs of the new era of rural infrastructure.First,the paper analyzed the rural infrastructure expenditure effects which related to the theories including the introduction of the concept of rural infrastructure,expenditure and effect,description of the public goods theory to rural infrastructure,the interpretation that even efficient markets can't provide rural market infrastructure failures.Such market failure to provide theoretical support for government intervention,analyzes the expenditure of economic growth and income distribution impact on the transmission mechanism.Situation in Jiangxi Province,the construction of rural infrastructure expenditure analysis that has been neglected for financial investment in rural infrastructure in Jiangxi Province,until the 1998's floods,but that only increased in investment by the slow growth of aggregate analysis.Through structural analysis of the rural infrastructure investment in financial instability of Jiangxi Province.Agricultural infrastructure spending accounted for the proportion of fiscal expenditure on agriculture wavy change,and water conservancy construction spending accounts for capital expenditure close to 70%.By elastic coefficient analysis showed that for a long time in rural infrastructure expenditure growth rate lagged behind the total value of agricultural production and fanners' per capital income growth rate in recent years to improve.Secondly,Jiangxi effect analysis that expenditure on construction of rural infrastructure,which built rural infrastructure expenditure on the total value of agricultural production and farmers' net income,as well as the rural infrastructure investment in agricultural GDP and farmers econometric model of net income.Empirical results show that rural infrastructure expenditure will help to improve the total value of agricultural production and farmers' per capital net income of the vast majority of investment in rural infrastructure will be spur economic growth and improve the agricultural income of farmers,while the rural infrastructure investment stale presented negative correlation.Finally,based on the analysis in this paper on the front of rural infrastructure expenditure,less total expenditure structure of rural financial infrastructure was unreasonable.Rural infrastructure and inefficient use of funds depend on direct financial investments and other issues that is caused by the rural infrastructure investment body missing.Rural infrastructure expenditure deviate from the needs of farmers.Rural infrastructure related to law enforcement is not in place and rural infrastructure expenditure management system is imperfect result thus proposes to promote rural infrastructure Plural Subjects.The establishment of rural infrastructure demand expression mechanism,sound "of a proposed" system,improve the legal system of rural infrastructure and financial resources to strengthen the supervision and management measures.
