The Problems And Reform Ideas Of Macao’s Gaming Governing System

In 2002,the Macau SAR implemented the “gaming liberalization”.The introduction of competition mechanism broke through the monopolization on gaming industry—nearly 70 years.From then on,the Macao’s gaming industry has entered a new era of competition.As the reengineering of the Macau gaming industry,the liberalization of the gaming industry is not only a “renovation” in system,but also a sustainable growing period in economic development.The scale of gaming industry’s rapid expansion raises a new demand to gaming system.The gaming regulation mechanism of Macau in old era is no longer suitable for the new environment of gaming market.Gradually,there appears many problems and controdictions in regulation mechanism.In turn,restricts the sustainable development of gaming industry.This paper views Macau gaming regulation system as the research object.From the following aspects: law policy,regulation mechanism,licensing system,collection mechanism of gaming tax,VIP room system,has a brief review and analysis to the Macau regulation mechanism,and figures out the existing problems in Macau gaming regulation mechanism.Meanwhile,with reference to the successful experience of American gaming regulation,the countermeasures and suggestions of the reform of the Macau gaming governing system are put forward to promote the long-term stable and sustainable development of the Macau gaming industry.
