Agro-energy as important factor inputs plays a vital role for increasing agricultural output in the process of agricultural production. In recent years, the number of agricultural energy consumption continues to rise, agricultural output in Shandong Province has achieved good results. However, due to the extensive economic growth and irrational energy consumption, the number of agricultural energy consumption gets a sharp rise. Excess energy consumption into the agricultural production process, on the one hand, Shandong Province is facing a growing process of agricultural production the more prominent of the energy supply shortage, on the other hand, it would make a sharp deterioration in agricultural production, which will adversely affect the increase of Shandong Agricultural competitiveness and farmers’ income, but also severely limit the sustainable agricultural production in Shandong Province development and realization of agricultural modernization.Taking Shandong Province’s energy consumption of agriculture for the study,using descriptive statistics, measurement analysis, etc, analysis of the agro-energy consumption characteristics and influencing factors of Shandong Province; realizing scale agro-energy consumption and external costs combined, scale and external costs of agricultural production energy consumption combined, studying Shandong Agricultural energy consumption Optimal Scale. The main conclusions are as follows:From the overall perspective, on the one hand, consumer-scale agricultural production of energy in Shandong Province is increasing. Although energy consumption of agriculture slowdown in recent years, it is still large-scale.Agricultural output is heavily dependent the amount of energy consumption of agriculture; On the other hand, unreasonable agricultural production of the energy consumption structure in Shandong province, where the pesticides, fertilizers and other elements of the energy consumption accounts for a higher proportion.From a regional perspective, on the one hand, there are obvious regional differences in per capita energy consumption of agriculture and agricultural energy consumption intensity of 17 cities in Shandong Province. We found that the eastern and the central city of Shandong Province, both in per capita energy consumption orenergy consumption intensity higher than in Western cities; On the other hand, over time, around the city in per capita consumption of energy consumption and intensity are present σ and β convergence.Through dynamic analysis of factors affecting agricultural energy consumption in Shandong Province, we found that there is a long-term stable equilibrium relationship between the level of energy consumption and development of agricultural economy of scale, the level of agricultural mechanization, the size of the agricultural labor force and agricultural structures. Energy consumption scale agriculture more sensitive to the level of economic development of agriculture and agricultural structure disturbance, the impulse response fluctuate trace around the value 0; initially,the size of the labor force and the level of agricultural mechanization of agriculture on the energy consumption of agricultural has a significant negative impact. Late negative impact gradually produces a positive impact and gradually stabilized; using variance decomposition analysis, we found that the level of economic development of agriculture and agricultural structure to the agricultural energy consumption variance contribution rate is higher.Building scale model of agricultural energy consumption and external cost model,comparing the energy consumption of the relative size of agricultural revenue function and the cost function relative to the outer, we get Shandong agricultural energy consumption optimal size is 5.68 × 1011 MJ. At present, Shandong Province’s energy consumption of agriculture is higher than the optimal size of the stage, which requires that we should take appropriate measures to control energy consumption scale, in order to achieve "steady increase in volume and quality" of Shandong agricultural energy consumption.
