In the 1950s,as China faces the strategic industrial material embargo,natural rubber industry has been vigorously developed as the national strategy and try to carry out th cultivation of natural rubber in Guangdong,Guangxi,Hainan and Yunnan.So far,China has formed a supply structure of Hainan,Yunnan,Guangdong three provinces as the main planting area.As a kind of industrial raw materials,natural rubber is mainly used in tire manufacturing industry,the demand and the impact of macroeconomic and monetary policy flexibility and supply because of its lack of restrictions on the growth characteristics of elasticity.Along with the economic development in the Chinese deceleration transition period,the price of natural rubber in recent years has dropped sharply,and on the other hand,domestic labor costs increased year by year,resulting in domestic rubber producers facing the difficult situation of the hitherto unknown.Study on modern agricultural economy theory,improve the efficiency of agricultural production is the fundamental way to improve industrial competitiveness,but also the key to China's agricultural modernization.The existing research on natural rubber production efficiency is based on the analytical framework of traditional material input and output,but it is difficult to measure the real production efficiency.Hainan Province,one of the major rubber producing areas in China,is an important tropical tourism resource in China.Under the background of the construction of international tourism island,the status of ecological environment protection in the economic development of Hainan province is particularly important.At present,the maintenance and management of the gum tree is lack of continuity and scientific,rubber prices,growers tend to improve fertilizer inputs and short-term stimulus to increase yield of glue,glue price downturn,rubber faced with lack of fertilizer and management inputs and even disposable tube cutting discard.Therefore,it is of great theoretical and practical significance to incorporate environmental constraints into the production efficiency evaluation to improve the industrial dilemma and realize the sustainable development of the industry.The in sorting out the current agricultural and natural rubber production efficiency literature based,the research methods were screened with rubber plantation industry actual situation is established considering the environmental constraints of environmental production efficiency analysis framework,the rubber plantation in carbon emissions into the efficiency evaluation model,Based on the above framework,of Hainan State Farms from 1995 to 2009 environmental technical efficiency were empirical analysis,compared with the production efficiency model,traditional model estimation results on the high side,rubber production and environmental technical efficiency is still a substantial improvement in the space,then from four aspects analysis the effect of rubber planting environmental technical efficiency factors,found that the hit rate of the environmental efficiency significantly impede,and openness to the cultivation of rubber can significantly promote the environmental technology efficiency is improved.
