Comprehensive Impact Analysis Of Regional Economic Development Of Hydropower Development In Key River Basins In Sichuan Province

Since the very beginning of the farming period of Chinese Civilization, our living and yielding convention tends to attach to large rivers. River Basin Development and Hydropower Construction play crucial roles in economic and social development in China. Mankind has fully realized that it's so important and irreplaceable to exploit clean and renewable energy while facing the worldwide problems like environmental and air pollution or non-renewable fossil fuels. Southwest Hydropower Base is the biggest clean energy production base in China and Sichuan Province occupies a significant position in it. The hydropower development of Jinsha, Yalong and Dadu rivers will optimize the structure of energy production and consumption in the southwest of China even the whole country, it holds an essential strategic and economical significance for the energy revolution in China.Due to basin hydropower development would take very long period, the “3 Rivers” basin including Jinsha, Yalong and Dadu rivers began to construct since the late eighties of last century, its construction has been through about 20 years till now and already made some achievements. Some of the stations had been put into operation and started generating electricity, contributing to “Western Development Strategy” and “West-East Power Transmission Project ” in China. For now, the key river basins in Sichuan remains huge development potential, lots of hydropower stations are still under construction and there's also several problems in the development process such as lacking of funds, construction regional tax mechanism or the system of electricity power maintained in local is not comprehensive enough. All these issues put forward new demands in hydropower development of Sichuan, so it's necessary to sort out and analyze the “Combined effects on regional economical development of key basins hydropower construction in Sichuan” systematically. This paper reviews the basic natural conditions and hydropower development status of Jinsha, Yalong and Dadu rivers, focused on analyzing the economical, social and livelihood influence in hydropower exploitation in “3 Rivers” basins. Finally, I propose 8 suggestions according to the qualitative and quantitative analysis.
