As economy has developed, China's energy consumption is also growing, but our energy supply can't meet the growing demand for more. Due to a extensive development of high-energy, low output and high pollution, while China has a rapid economic development, more and more serious pollution problems, fog and haze have always been in the eastern regions.Severe pollution has affected people's lives and health, air pollution situation and tasks are also very serious. But China is still a developing country, we will continue to promote industrialization and urbanization, the demand for energy will increase further, so how to improve energy efficiency and reduce energy intensity will be an important topic of the future research.Based on the existing research, this article uses based the data of 30 provinces and autonomous regions in the 2000-2011, and will establish a dynamic panel data model to study the impact of industrialization and urbanization on energy intensity, then uses GMM estimation to estimate the model. Taking into account China's vast territory, there is a difference of natural resources, economic development, technology and other aspects of the economic structure in different regions,there is also a great imbalance between the energy intensity of different regions, therefore, this article will divide the country into three regions of the three parts, respectively, from the national level and regional level to study the impact of industrialization and urbanization on energy intensity. The results show that, the level of urbanization has different influence in different regions,in eastern area, improving the level of urbanization can effectively reduce the energy intensity,but as far as the nation,middle and western area be concerned,raising the level of urbanization will hamper reduce energy intensity;improving the level of industrialization will promote the rise in energy intensity. Raising the level of economic development will reduce energy intensity; tertiary industry has a significant negative effect to energy intensity.At the end of the paper is based on the above analysis, we will supply some suggestions to reduce energy intensity. First we should pay attention to the quality of urban construction, to provide the necessary conditions for the industrial agglomeration and enabling environment; secondly we should change existing extensive development mode for advanced technology to support the intensive development, to control the energy-intensive industries, and pay more focus on the improving of energy efficiency. Finally, we should actively adjust the industrial structure to achieve the optimization and upgrading of industrial structure, while also taking into account the differences between regions, we should guide advanced energy-saving technology and management concepts of eastern to the middle and west, to achieve effective collaboration between regions.
