China’s energy consumption in terms of its rate as well as the structure has become thefocus of the world’s energy issues since21st century. As the world’s second largest energyconsumer, according to the World Bank data, China’s efficiency of energy use is not onlymuch lower than Japan, Germany, the Unite States and other developed countries, but stilllower than the average of the world’s energy use efficiency As the important resource foreconomic development and social progress. The situation of high consumption and lowutilization will become the bottleneck of China’s sustainable economic development. Inaddition, energy consumption and production gap continues to expand, which will continueto improve China’s energy import dependence, and thus become a threat to China’s energysecurity. Therefore, how to improve energy efficiency has become a key component ofChina’s energy strategy.The energy consumption system is a complex system, which is influenced andconstrained by a variety of factors and the external environment during its developmentand evolution, such as economic development and technical level. The energy intensity isone of the key indicators to measure the efficiency of energy use. China has a vast territory,which results in the inconsistence of the resource endowment, level of economicdevelopment and industrial development situation. The big difference consists in energyconsumption patterns and energy consumption efficiency of the various regions of China.Therefore, for different types of provinces, autonomous regions, the study of energyintensity factors, adapted to local conditions of each local government to develop energypolicy to make a sustainable energy development to support economic and social has avery important practical significance.Therefore, on the basis of data such as energy consumption of30provinces in Chinafrom2000to2009, this paper first divides the provinces into3types such as high energyefficiency region, secondary energy efficiency region and high energy efficiency region inthe use of dynamic cluster analysis method. The classification results: high-energy efficiency area which has lower energy intensity consists mainly of Guangzhou, Beijingand other13provinces; secondary energy efficiency region consists mainly of11provinces,including Hebei, Liaoning; the high energy efficiency region consists mainly of the sixprovinces of Shanxi, Inner Mongolia. And then using the panel data and econometricmethod, we analyze the impact of industrial structure, investment, consumption, level ofeconomic development and energy prices on the energy consumption intensity as well astheir difference among the three regions.The empirical results show that the energy intensity is the result of multiple factors, andfactors affecting the regional energy consumption vary. Nationwide, the factors that affectenergy intensity are the proportion of tertiary industry, the investment rate and per capitaGDP. In the perspective of sub-region, the main factors of impact on intensity of highenergy efficient region are the proportion of secondary industry, the investment rate andper capita GDP; while the main factors for secondary energy efficiency region are theproportion of secondary and tertiary industries, the investment rate and per capita GDP;and the proportion of tertiary industry is the main factor to affect the energy intensity oflow energy efficiency region. Therefore, in the implementation of energy saving policyshould be adapted according to local conditions: for the region of high energy efficiency,we should adjust the industrial structure of the efforts to further expand the development ofhigh value-added but low-power industry, such as the electronic information industry,electrical machinery manufacturing and so on. What’s more, the status of the extensiveinvestment should be changed in order to improve the investment structure. For thesecondary efficiency region, besides improving the energy efficiency by promoting theinvestment structure, more importantly, we should vigorously develop the tertiary industry,upgrading of industrial structure. And for the low energy efficiency region, the industrialstructure efforts should be made.Although Shandong Province is in the region of high energy efficiency, compared withGuangdong and other provinces it still has vary room for improvement. For ShandongProvince, the main way to improve energy efficiency is to strengthen the industrial restructuring, vigorously develop energy consumption and high added value of tertiaryindustry; further promote the growth of per capita GDP to reduce energy intensity. |
