E-commerce as a product of the Internet age has become a rapid developing and mainstream commercial model. From the viewpoint of Sales Range. E-commercial consists of traditional model and local model. At present, due to the site’s non-locality, most of the E-commerce Website and related research are concentrated in the traditional remote network shopping stage, while local E-commerce has not been given sufficient attention. Features of this e-commercial model include concentration of user group, obvious geographical characteristics, controllable of marketing and logistics and completing shopping behavior via network. Our paper focuses on this e-commercial model and its typical example-Liqun Online, optimize its Operations Strategy basing on the "Lean manufacturing principles" in order to promote the efficiency of the system.Liqun Group is a trans-regional, multi-format, comprehensive joint-stock commercial enterprise group, in his terms of e-commerce and enterprise information he has established a relatively complete system. In online shopping, he has " ABBA mall" website operated by Liqun "On line’". Currently, the company employs nearly 200 people, more than one hundred thousand kinds of commodities, covering grocery, baby toys, digital home appliances, etc. more than 10 categories of thousands of brands. To meet the needs of customers from mentioning, ABBA mall in Shandong province who place favorable group shopping malls, hotels, wholesale, chain drug stores, chain convenience stores are set up from the mentioned points, a total of 107 from the mentioned points.Features of local e-commerce include:user’s concentrated distribution, obvious district characteristics, marketing and logistics controllable, and E-shopping behavior. Therefore, local e-commerce strategy must be able to play well with these. Current "ABBA mall" e-commerce site, is a mature operating mode, but still essentially based on traditional e-commerce in general added feature of a delivery point. It didn’t design a good ancillary management system and strategy for its controllability and locality as well.In improvement for the system, we take lean thinking as an optimization principle. According to these principles, the paper optimize the " E-ABBA mall ". mainly from lean logistics model, regional-style operating systems, dynamic optimization system construction enterprise, GIS e-commerce strategy, these four aspects. In logistics, in order to achieve the purpose of optimal logistics, we design a new type of lean logistics model to achieve the aim- -"specified time and designated place" In terms of operating system, we reform the present corporate governance structure, promoting the Strategy of management with local region, the unified management of the supply chain, customer service and publicity, and design accompanying performance systems. In the management structure, we reform the existing department, add re-lean department who charge for the energy conservation, promoting efficiency and staff training in order to emphasis on building dynamic, systematic, normalization enterprise self-optimizing system, and focus on application of scientific management and digital management models. In e-commerce, we emphasize the local e-shopping features and apply GIS technology, changing the form of the current local e-commerce model.
