In recent years, as deregulation of finance, business globalization, the pace of financial innovation and the rapid development of information technology, there is also an increasing trend of operational risk of commercial bank, operational risk management has become should not be overlooked. In view of the operational risk of bank losses, the new Basel Capital Accord and operational risk management frameworks, financial institutions are required to configure appropriate capital for operational risk in order to enhance the stability of banks. Therefore, the international banks and regulatory authorities around the world are paying increasing attention to the supervision of operational risks. The new Basel Capital Accord, while allowing and encouraging banks to adopt for their own advanced metering method (advanced measurement approach, AMA) measuring operational risk and determining their capital, but did not give a specific method. This only provides direction for operational risk measurement, measurement of operational risk and capital distribution has become the hot issue of academics and banking industry. This paper from the three banks for 5 years and 4 quarters of comparative analysis of the actual situation, sum up experience in operational risk management and put forward his own proposal. Banking is a high-risk industry, banking operations directly related to the financial system and the stability of society. Operational risk is a complex field, but also a new subject, there are a lot of problems to study. By constantly learning advanced operational risk measurement and management techniques, Chinese banks can form a correct concept of operational risk management, enhance awareness of operational risk measurement, exploring the precise metrics model to gradually build a sound operational risk management system, raise the level of operational risk management, and international banks in an invincible position in the contest.
