Analysis On The International Between Trade Association And Government And Enterprises

With the development of the market economy in China and the conversion of governmental function,the third sector gradually becomes active.Trade association is now playing an increasingly important role in the market economy.The present study generally focuses on the function and operation of trade association while little attention is paid to the relationship between trade association and its international subject.With the private education trade association of N county as an example,this thesis mainly adopt sociological view to analyze the relationship between the trade association and government and enterprises,then further discusses the causes of such relationship.Based on the social role theory and the structural functionalism,this thesis analyzes the relationship between the private educational trade association of N county and the government and enterprises.Trade association should be a social organization which is independent of government and companies,and works as an intermediary between them.They are equal and beneficial to each other.However,things seem to be different in the private education trade association in N county.Trade association loses its autonomy and independence,and becomes a subsidiary unit of government.Government officials hold posts concurrently as the leader of trade association,and have decisive power on important affairs in it.The relationship between trade association and enterprises demonstrates an even clearer stratification.Elite private education enterprises have intimate relationship with the association.They participate in the activities and decisions-making in the association.On the contrary,private training institutions are wandering in the edge of the association.They are not truly involved in the interaction with association.The cause of the relationship between trade association and government is the power politics that has been established long time ago.Trade associations can not exist legally unless they operate under the guidance and the supervision of the government.Besides,in N county,the public education has overshadowed by the private education.The developing of private education enterprises can bring huge economic returns and social benefits which the government is unwilling to give up.And the reason for the intimate relationship between elite private education enterprises and private training institutions is that their are mismatched in strength.Elite private education enterprises provide financial and social support,thus lay the foundation for them to dominate in the development trend of the trade association.Private training institution is small in size and weak in competitiveness.They join the association mainly out of the desire for public resources.Therefore,they are not actively involved in the affairs of the association.The difference between their goals to join the association and the degree of participation result in the stratification in trade association.
