In recent years due to the number of Waste electrical home appliances surge, Waste home appliances recycling issues attracted the attention of people of all countries. Recycling of discarded appliances can bring economic benefits and environmental benefits, and opened up new avenues for the efficient use of resources and sustainable economic development. According to their national conditions, some countries began to construct the waste home appliances recycling system as early as in the late20th century, foreign successful experience is an important reference for the construction of waste home appliances recycling system, but each national recycling system has advantages and disadvantages, and only in the specific national conditions can give full play to the advantage.China's household electrical appliance recycling industry is still in the initial stage. China has entered a peak period scrap of waste home appliances in2004, in order to promote the recycling of discarded appliances, the government promulgated waste appliance recycling laws and regulations, implemented the policy of "TM, and identified Beijing, Tianjin, Qingdao and another cities as the recycling pilot cities. But our country still faces problems that residents' awareness of environmental protection is lagging behind, the main responsibility for recycling are not enthusiastic, and recycling system is chaosIn this paper, based on the analysis of waste home appliances recycling system encouraging the establishment of recycling waste household appliances recycling business in the work of the system dynamics model in view of recycling business recovery initiative is not high problem, then taking Qingdao as an example to simulation.This article presents how the environmental publicity, processing fund, punishment intensity and maximum processing capacity affect the recyclers' enthusiasm to involved in appliance recycling. At last, proposed policy to improve recycling and disposal rates through the analysis of simulation results.
