Vehicle License Plate Recognition plays an important role in the field of Intelligent Transportation System, and the License Plate Location as the key part of Vehicle License Plate Recognition technology is widely studied. In the process of collecting vehicle video images, uncontrollable conditions such as the environment changes, have great influence on the license plate positioning. The fog haze image processing has very important significance for license plate recognition and intelligent transportation system.Traditional image enhancement methods simply enhance image contrast, but the image visual effect and information fidelity are not guaranteed. Considering the traditional methods are difficult to achieve satisfactory results. This paper applies image restoration method, according to Dark Channel Prior principle that He put forward and the atmospheric scattering model that McCartney put forward, analysis of physical mechanism of fog influence on the images and put forward the improvement of the IMF filter algorithm to eliminate the influence of fog haze license plate location.This paper processes fog haze vehicle images restoration according to the characteristics of the fog haze image and research license plate localization according to the principle of wavelet edge detection. Mainly there are there aspects:Firstly, this paper studies the Dark Channel Prior used to Image Haze Removal and applys this principle to restory haze images. Constructing fog haze images model,obtaining transmission that describing fog information of fog haze images and based on the principle of Dark Channel Prior, reconstructing clear images.Secondly, in view of the block effect of transmission this paper studies Guided Image Filtering, median filtering which replaces the minimum filtering obtaining smooth transmission. To improve excessive saturation of median filtering and reduce time complexity of Guided Image Filtering, IMF filter algorithm is proposed which can restory fog haze images quickly and efficiently.Thirdly, analyses methods of license plate location, applies of b-spline wavelet multi-scale analysis to wavelet edge detection, combining with morphological processing to locate the license plate area.
