Pre-school education is an important part of the national education system and is an important livelihood project.With the release and implementation of the “Plan of Long-term Reformation and Development on Education(2010-2020)” and the “Opinions on the Current Development of Pre-school Education” made by the State Council,the pre-school education faces great historical development opportunities.The “Plan” considers the acceleration of development of pre-school education as the primary strategic task,which points out the direction for the further development of preschool education.In 2010,the Chengdu government officially issued the “Opinions on Promoting the Development of Pre-school Education”.In 2012,the education and planning departments made a layout plan for kindergarten space in the central urban area(2012-2020).In 2014,the Education Bureau did a research and an analysis of education resources allocation for the “Selective Two-Children Policy” and asked for an overall planning in each district and county according to the variation of population and the development of urbanization,so that the allocation of pre-school education resources can be optimized.With the natures of none-profit and being inclusive,a rational distributed basic service system of pre-school education which covers both the urban and rural areas shall be built up.The distribution and balanced development of pre-school education in Chengdu has been at the forefront.With the methods of literature research,case study and reference,this thesis studies on the Chengdu government's practice of promoting the balanced development of pre-school education and states the significance,background and research status of the topic,as well as the development history of pre-school education in China and exiting puzzles.It also states the main acts and typical significances of the Chengdu government on promoting the balanced development of pre-school education,and focuses on the analysis and research of the Chengdu government's promoting the equilibrium in supply& demand,regions,and social classes,and comes to the conclusion that in the process of promoting pre-school education,to achieve the supply& demand equilibrium is the key,to solve the regional equilibrium is the emphasis,and to relieve the equilibrium in social classes is the difficulty.From such aspects,this thesis also states typical acts and practice guidance,and puts forward countermeasures for promoting balanced development of pre-school education.It has significances in inspiration and reference for such a development.
