With the issue and implementation of" The Decision of State Council on Elementary Education Reform and Development" and "The Outline of Elementary Courses Reform(try out)" in 21th century,every school has enough space to implement and develop school-based courses independently.Courses,as the key role in expressing the education philosophies of school and teachers,enable the teachers on the front with enough space to practice their rational thinking.With the deepening of courses reform in recent years,"games"has raised great attention among Chinese education researchers.It is a pity that the full implementation of a systematic game course in Mathematics has never been seen in China though Mathematical games with distinctive academic features have a history as long as Mathematics.The development of Mathematical game courses is a blank that needs to be filled.This paper presents theories related to school-based courses and elementary Mathematical game courses.And with the literature and action research methods,this paper clarifies the understanding of the concepts like game,mathematical games,mathematical game courses,school-based courses development and so on.And this paper also presents the practice and exploration the writer and the course research team have done for more than one year.Their research on mathematical game courses for lower grades can be described as "develop,implement,amend,and implement again".This kind of course development and implementation is based on practice and can create value orientation.Its value is not only in giving the related researches in china a mathematical game course system,which is a system for lower grades in elementary schools and covers the implementing plans,game contents,activity design,evaluating methods and so on.But more importantly,we're aiming to present the critical events and process in course development and implementation,considering them as a "worm"for dissection.By focusing on the people,mechanism,norms,process,implementation and evaluation in course development,we confront and analyse the difficulties and countermeasures in school-based course development from the perspective of a witness.And thus we can provide a practice model and share strategies for the development and implementation of school-based courses.
