With the development of the world's financial education research, the speed of financial research and development, the domestic financial management is still lack of systematic research. In today's quality education, financial education should be an important part of the basic education, but also an important way to form the financial literacy of citizens. In order to enrich financial management theory and practice on the basis of the development of school-based curriculum, to improve the effectiveness of the development of school-based curriculum, trying to build a more complete financial management framework of school-based curriculum, forming a set of operational finance school-based curriculum guidelines, so as to promote the formation of the elementary student financial management consciousness and the concept of financial management, cultivate good habits of financial behavior, improve the level of primary financial literacy.Through the investigation about the present situation of primary full period of the financial literacy of students as well as to the existing schools financial management examination, the school-based curriculum development actual situation to answer four questions: what are the current primary financial literacy status? The existing financial management in the development and implementation of school-based curriculum has what? What are the theoretical basis for development of school-based curriculum in finance? How to develop reasonable financial curriculum to solve the problems that exists in school-based curriculum?Based on the above considerations, through the questionnaire, interview, the methods of text analysis from two aspects for the development of school-based curriculum in elementary school finance preliminary investigation and study. One is through the questionnaire investigation of primary full period of the financial literacy of students present situation investigation; Two is to investigate the implementation of the development of school-based curriculum in elementary school full period of financial situation, analysis of the existing financial management in the process of school-based curriculum development and implementation of the practical problems;Three is on this basis, the development of school-based curriculum in financial theory thinking, including financial management orientation, and type of school-based curriculum, financial preparations on the development of school-based curriculum,financial management basic on the development of school-based curriculum program and design; At the same time, also put forward the basic idea and the value of the financial development of school-based curriculum; Four is the main link, according to the development of school-based curriculum in financial discusses financing nature of the school-based curriculum. Based on three-dimensional target system and combined with the properties of financial school-based curriculum to construct the overall goal of financial management courses and points the goal. From social development,student needs and finance course itself to design the content of the financial management of the school-based curriculum. From the curriculum implementation stage, the teaching process in stages of financial school-based curriculum implementation is discussed; Including students' academic evaluation, teachers'teaching evaluation and curriculum evaluation system of financial evaluation of school-based curriculum in itself.Finally, the following research conclusions: it is a primary full period of the financial literacy of students lack of internal consistency, some students lack of rational knowledge about money values, primary full period of financial literacy plastic space is large, and so on, play to financial function of school-based curriculum in order to meet the reality need of financial literacy; Second, the existing financial school-based curriculum development has course information is scarce, scheduling,unreasonable knowledge, teaching contents, course discussion form a single,dedicated teachers, school finance should fully exert their own advantages to improve the development of school-based curriculum; It is prepared to finance the early stage of the development of school-based curriculum, including the financial management concept of school-based curriculum orientation, types, and value orientation; Four is practice should be comprehensive improve financial effectiveness of school-based curriculum development, including: clear financial education objectives, ensure that financial aptness of school-based curriculum content choice, handle the relationship between the financing between each school-based curriculum resources.
